Abstract

Purpose

This study presents findings of post-occupancy evaluation (POE), through a performance assessment, on a polyclinic, as a health-care facility, in Saudi Arabia.

Design/methodology/approach

Review of the literature is conducted to identify the recent publications, on conducting POE, and performance indicators (PIs) assessing performance of health-care facilities. This research uses a triangulated approach by adopting several qualitative and quantitative methods, on a case study. The approach comprised conducting investigative walkthrough to assess the case study facility, interviews with group of occupants to assess its satisfaction levels. The findings were presented to a focus group, where a plan of recommendations was raised to improve the performance of the case study facility.

Findings

A total of 24 PIs were identified, and clustered, mainly under: “Thermal comfort”, “Natural lighting”, “Artificial lighting” and others. The case study has proven a satisfactory performance to the evaluated indicators. However, observations of performance snags were identified that formulated conclusions, related to: “Improvements to air temperature performance in summer season”, “Need of control on natural lighting due to glare”, “Accommodating an over demand for car parking spaces”, Need for development of systems dedicated for collection of occupants satisfaction” and “Enhancing circulation”.

Originality/value

There is a gap identified, through the literature review on availability of systematic conduct of POE, especially in health-care facilities. This paper contributes to the body of knowledge and professional practice, as a guiding systematic scheme, for the conduct of POE, which can be followed and expanded upon by future research.

Abstract

Purpose

This research investigates the literature and perspectives of bilateral domains of experts, the facilities management (FM) and real estate management (REM) professionals. It provides insights towards a comprehensive understanding of office facilities relocation as organizational workplaces.

Design/methodology/approach

An investigation of the literature was conducted, to identify design aspects, drivers, challenges, and technical and functional considerations of the workplace relocation. A structured survey was utilized, as face-to-face interviews with 32 FM and 32 REM professionals, to explore and compare their perspectives and expertise.

Findings

The study identified key aspects for workplace relocation that were rarely focused on, holistically, in the literature. The research led to identifying the drivers, challenges, considerations, scenarios, and design needs pertaining to the implementation, acquisition, and occupation of the workplace in times of relocation. There is a dispersed view on workplace relocation between FM and REM, which requires alignment. FM and REM experts' perspectives were intrinsically discussed to ascertain the identified key areas.

Practical implications

Workplace relocation is a change that disturbs almost every workplace around the globe, at least once in its life cycle. This study enlists comprehension of the knowledge obtained from a review of the international literature, to provide a holistic guide for organizational decision makers, and interlink FM and REM professionals' perspectives, for enhanced decision-making.

Originality/value

This article reviews the literature on workplace relocation, covering FM and REM domains perspectives to advance the organizational workplace relocation practices.

Abstract

Purpose

This paper aims to provide an exemplary application of an indicative post-occupancy evaluation (POE) on an organizational multistorey residential apartment building.

Design/methodology/approach

This research comprises of mixed qualitative and quantitative approaches. The methodology commences with a review of the recent literature, identification of performance elements, conduct of walk-through, distribution and collection of users' surveys and the development of short and long-term recommendations, where an adequate sample of users were approached for conducting a focus group interview session.

Findings

The research identifies 74 performance elements that were clustered into technical, namely (thermal, acoustic and visual comforts, indoor air quality and safety and security), functional, namely (design adequacy, finishing, furnishing, fittings and equipment and building surroundings) dimensions and behavioral, namely (apartment building attributes and managerial and logistical support). The questionnaire survey aimed to solicit users' opinions upon the occupied case study residential facility.

Originality/value

The research identifies areas of occupants' satisfaction and dissatisfaction in a typical multistorey residential building, as a part of a community housings for a mega organization, located in Saudi Arabia. The identification of these areas serves as a lesson learned for future developments, design considerations and implications. Hence, improving the well-being and comfort of its employees.

Abstract

Purpose

This study aims to analyze the facilities managers’ involvement over the project life cycle phases (PLP), based on theoretical knowledge, consensus from empirical assessment of facilities managers and consultants’ practices.

Design/methodology/approach

A literature review was undertaken to determine the different tasks that facilities managers typically handle, identify project phases and their underlying activities in which facilities managers would be involved. This was followed by targeting a group of consultants to build a consensus, upon the identified involvement of facilities managers, over the PLP, while measuring the level of involvement from a representative group of facilities managers in Saudi Arabia. A matching between the perceptions and practice has been performed to serve as recommendations for future research on improving the practice in Saudi Arabia.

Findings

The involvement of facilities managers in the PLP is relatively low, according to the consultants’ perceptions. Consultants perceive that facilities managers should be involved in more professional activities, which would ultimately improve projects’ delivery to clients.

Practical implications

The involvement of facilities managers over the PLP ensures effective delivery of projects and reduces the multiplicity of challenges at the operation and maintenance phase. The viewing of facility managers’ involvement adds to the effectiveness of their role within the building industry.

Originality/value

This paper investigates the consultants’ perception of the involvement venues for facility managers to perform activities which are evaluated to be “mandatory,” “advantageous” or “not necessary.” The study reflects the state of facilities management practice, and the consensus of consultants toward the role of the facility managers through the PLP.

Abstract

Purpose

This study aims to identify research gaps on workplace relocation, through investigating and critiquing the published literature, in the facilities management (FM) and real estate management (REM) domains, over three decades.

Design/methodology/approach

An extensive literature review was conducted, using academic search engines, using qualitative analysis software, in the domains of FM and REM, on workplace relocation, from 1990 to 2020, chronologically. The paper proposes future research directions through a maturity matrix.

Findings

Several gaps in workplace relocation research were identified, including the need for a wide-ranging coverage of workplace relocation lifecycle, a review and assessment of factors affecting workplace relocation over its lifecycle, studies on large organizations mobility, studies of international experiences on workplace relocation, absence of a holistic framework for the workplace relocation process and digital tools and solutions to facilitate the processes. A three levels maturity matrix for future research, proposing the adoption of qualitative, quantitative and applications research approaches, was presented.

Practical implications

This study enlists a chronological comprehension of knowledge obtained from the review of the internationally published literature. The research investigated and identified gaps, gripping for future research efforts.

Originality/value

This study reviews 30 years of published literature on workplace relocation and proposes topics for advancing future research, collectively.

Abstract

Purpose

This paper provides an exemplary systematic conduct of post‐occupancy evaluation (POE) on higher education facilities in Saudi Arabia.

Design/methodology/approach

The research study utilized several qualitative and quantitative POE techniques which were systematically comprising (1) scoping and reviewing the facilities-related documents, (2) identification of performance indicators through the review of literature, (3) development and collection of questionnaire survey responses from stakeholders, (4) collection of physical measurements and (5) assessing the facilities by walk-throughs. Then, the data were analyzed and the findings were reported to representative samples of users through focus group meetings. Then, recommendations were drawn for improving the occupational conditions of the case study facilities.

Findings

The synthesis of literature led to three main categories of performance elements that are relevant for higher education facilities. These include technical, functional and behavioral elements, in which each of the elements has specific performance indicators, 97 in total. The research study exemplifies a systematic conduct of POE. The stakeholders' perspectives on the performance elements through surveys, measurements and walk-throughs were collected. The assessment led to recommendations toward satisfactory and quality occupation of the case study facilities.

Originality/value

This research aims to standardize POE by introducing its methods as a tool for evaluating higher education facilities and by elaborating the most prominent performance indicators for ensuring higher education core functions, namely, teaching, research and community collaboration.

Abstract

Purpose

This research presents the applicable international fire code requirements for educational facilities, in a comprehensive manner, and the findings of a case study to assess the level of compliance with these requirements.

Design/methodology/approach

A review of literature, fire codes and standards was conducted to identify the various sources of fire hazards in educational facilities and the required prevention measures. Accordingly, a code-compliance worksheet for assessing the fire prevention measures was developed. The worksheet included 34 prevention measures. It was implemented in a pharmacy college building, as a case study, to assess the compliance level with the code requirements. Recommendations were developed to improve the level of fire prevention in the case study facility.

Findings

The implemented worksheet facilitated identifying all the shortcomings in the prevention measures, in a methodological manner. These shortcomings included exceeded travel distance, absence of assembly point, inactive record keeping of fire inspection and maintenance works, deterioration of some extension cords and switches, alteration of some emergency doors, storage of combustibles in some electrical rooms and obstructions of the fire apparatus access road.

Practical implications

The research provides an assessment tool for fire prevention in educational facilities, which can be used by professionals for a code-compliant inspection. The findings of the case study as an example serve to expand the inspectors' observational significance while reducing subjectivity.

Originality/value

This research contributes to the educational facilities' context of health and safety domain in the literature. The research classifies the required fire prevention measures for an educational facility, according to the international applicable codes and standards. The case study demonstrates an applicable methodology for assessing the fire prevention measures and requirements.

Abstract

Purpose

This paper presents a systematic conduct of post-occupancy evaluation (POE) for polyclinic facilities at public hospitals.

Design/methodology/approach

This is a mixed design research, where a review of literature was utilized, to qualitatively synthesize POE research on healthcare facilities. Three polyclinic facilities at Saudi Arabia were then assessed. The assessment was systematically conducted by the utilization of surveys and relative importance indices to solicit the experts’ and users' perspectives. The research included the conduct of physical measurements and walkthroughs inspections. Lastly, focus group meetings were conducted to generate recommendations that would improve the built environment conditions of polyclinic facilities.

Findings

The research identified unsatisfactory zoning, indoor air quality and concerns related to installations of different systems. Performance elements and subsequent indicators were identified and evaluated for their significance. The knowledge of these, enables the systematic conduct of POE, by exemplary case studies, for the managers and decision-makers of polyclinic facilities.

Originality/value

This research presents a comprehensive approach for the systematic conduct of POE at polyclinic facilities. The research enriches the literature and fulfils a contextual gap. The recommendations serve to enhance feedforward, the design and management of healthcare facilities.

Abstract

Purpose

The purpose of this study is to propose a framework model for workplace relocation.

Design/methodology/approach

Published literature was reviewed to comprehend the broad aspects of workplace relocation. The current practices of workplace relocation were investigated by corporate real estate (CRE) professionals. A generic framework model was developed to guide organizations upon the process of workplace relocation, over its lifecycle. The framework is validated by semi-structured interviews, conducted to ascertain its importance and applicability.

Findings

A validated integration definition for function modeling framework for the process of workplace relocation was developed. It consisted of three systematic processes, aligned with its lifecycle, namely, initiate the pre-relocation activities; implement the relocation activities; and conduct the post-relocation activities.

Originality/value

The workplace is a linkage between people, business processes and information technology, that provides a physical medium for interactions and provision of services. Workplace relocation is an opportunity to introduce elements of change. Yet the process of workplace relocation has been under-valued by practitioners in the CRE industry. The developed framework can be adopted as a standardized process for the relocation of workplace facilities. In terms of clearly structuring the workplace relocation processes, the study contributes to making these processes more transparent and aids accountability for decision-making. It is a time-saver and guiding model for organizations endeavoring on relocation.

Abstract

Purpose

This paper aims to review and assess the sustainable design and management considerations affecting workplaces’ productivity in Saudi Arabia.

Design/methodology/approach

The study uses a mixed approach, commencing with literature review, development and pilot-testing of a structured questionnaire instrument to assess design and management considerations towards productively sustainable workplaces (PSWs). In total, 31 considerations affecting sustainable workplaces’ productivity were identified and clustered under five main directions. A collective group of stakeholders, including architects/engineers (A/E), workplace users and facilities managers, were approached to correlate and compare their individual assessment of the identified PSWs. The relative importance index (RII) for each of the PSW considerations is correlated and discussed.

Findings

A high level of agreement is recognized among the three stakeholder groups for PSWs considerations’ assessed rankings. The provision of sufficient ventilation and illumination levels, availability of occupational health, security and safety, availability of ergonomically oriented technological infrastructure, availability of formal and informal meeting spaces, efficient space utilization and ergonomic workstations are all ranked highest in importance as design considerations towards PSWs.

Originality/value

The study stems from the need to understand how the PSWs’ design and management considerations are perceived by all streams of stakeholders. The findings identify the considerations’ importance for prioritization on PSWs’ investments.
