Abstract

As elsewhere, inequality has increasingly been on the agenda in recent years in Denmark, which has led to discussion about the redistributive role of welfare states across existing welfare regimes. Perhaps surprisingly, the Danish debate on inequality has revolved more specifically around how the country's tax system influences labour supply, especially the high level of marginal income taxation. The debate on poverty and inequality has become more prominent in Denmark in recent years, with a focus on the living standards of pensioners and children as well as the dynamic relationship between inequality and social policy. Thus, if there is a willingness to reduce inequality, a central challenge is to determine which instruments are available to counter rising inequalities in Denmark. In this context, the interaction between the issue of poverty and political support for specific social policies in Denmark is a challenge. Overall, the analysis suggests that tax reforms focusing on labour market supply have helped increase inequalities, thus indicating a possible trade-off between different aspects of welfare state development. Furthermore, the universality of the Danish model might be questioned in the coming years, which might also imply a debate on the generosity of a number of social security benefits, including those targeting the unemployed.

Abstract

In the twenty-first century, societies around the world are facing a wide range of daunting global mega-challenges: poverty, unemployment, income inequality, unequal distribution of political power, ageing populations, uncontrolled migration, segregated urbanisation, increasing greenhouse gas emissions and a massive decrease in biodiversity. In recent years, politicians, journalists and academic observers have singled out the Nordic countries, Denmark in particular, as model societies of trusting and happy people that have handled many of these challenges with remarkable effectiveness. And yet others warn against â€becoming Denmark,’ painting a picture of a dysfunctional, socialist nightmare with high taxes, low job motivation and a general lack of private initiative. In this introductory chapter, the editors cut through the noise of the international debate and set the scene for the nuanced analyses presented here of contemporary public governance in Demark and its capacity to tackle some of the most pressing problems of our time. Specifically, the chapter discusses various conceptualisations of the Danish welfare state, delineates some of its most important historical and structural traits and outlines the main empirical features of contemporary Danish public governance. Finally, it outlines the structure of the book and briefly introduces each of its subsequent chapters.

Abstract

In this concluding chapter, the editors provide an overall assessment of contemporary Danish public governance based on the main findings in the preceding chapters of the edited volume. Surveying the Danish governance responses to contemporary mega-challenges, the chapter reflects on policy implications and contemplate the future of both research and practice related to public administration, politics and governance in Denmark. The chapter argues that recent public governance reforms have turned the Danish welfare state into a mix of a neo-Weberian state and an enabling state, which deploys its considerable resources to create economic growth for the benefit of the large majority of Danes, to satisfy the needs of citizens and businesses and to develop collaborative solutions to complex problems. While the chapter concludes that this modified version of the well-known universal welfare state is largely apt for meeting the mega-challenges of the twenty-first century, recent reforms seeking to enhance job-seeking incentives for the unemployed and to integrate immigrants have resulted in new forms of marginalisation of weaker societal groups. Moreover, evolving problems such as climate change, an ageing population and digital citizen privacy will require further public governance reforms in the years to come.

Abstract

Purpose

This study aims at developing a conceptual framework for the networking behaviour of firms having relational and non-relational competitive interactions. Initially the question of how negative ties change the meaning of competition for the rival firms was discussed and then how these types of interactions can change possible networking preferences of organizations were theoretically estimated.

Design/methodology/approach

This study suggests that relational rivalry is closely linked with negative ties and even the emergence of strong positive ties among firms is viewed as a consequence of dyadic negative interactions. Different types of competitive conditions were classified under non-relational and relational categories.

Findings

Not applicable.

Originality/value

A majority of the studies on interorganizational networks are mostly concerned with positive tie formation patterns and the consequences of these interactions. However, there is limited number of macro-level studies, which realized explanatory potential of the negative interfirm relations. Negative interorganizational relations may also make significant contributions to the discipline of economic sociology.

Abstract

Purpose – This chapter is intended to help strategy scholars evaluate when, why, and how to employ historical research methods in strategy research.

Design/methodology/approach – Drawing on theory and practice of historical research as well as on key examples from the history and strategy literatures, we develop a typology of research approaches to highlight the areas of potential complementarity between historical methods and “traditional” empirical methods in strategy. We then provide annotated examples of historical strategy research to highlight the benefits of this approach and to demonstrate how to make research-related decisions when employing such methods.

Findings – The chapter provides a step-by-step conceptual roadmap for conducting historical strategy research, primarily using an analytic narratives approach.

Originality/value – The chapter fulfills an explicit need for strategy scholars on the boundary of history. We anticipate that it will be a useful reference for those who are considering the use of history in their strategy research.

Abstract

Purpose

In this study, the authors revisit Alberta's public-private partnership (P3) program after 20 years of field level experience by retracing its historical emergence and institutional evolution given its political context. Specifically, the authors adopt a path dependence perspective to reconstruct and reexamine Alberta's P3 program emergence, reflect on the successes achieved, and articulate challenges that must be overcome to institutionalize P3s as part of Alberta's infrastructure delivery environment in the future.

Design/methodology/approach

Adopting a constructivist approach and a case-based methodology, the authors (re)analyze the activities of governmental agents, private industry, and other actors as part of a new infrastructure policy introduced in 2002 to transform the provincial institutional landscape to accommodate P3.

Findings

The authors find Alberta's P3 emergence was driven by the necessity of its infrastructure deficits, political expediency, and resource scarcity. Furthermore, with well-entrenched conservative political actors as gatekeepers, Alberta's P3 implementation demonstrated stability and incremental change simultaneously, consistent with core elements of path dependency. Following the introduction of P3 in Alberta, the province lacked formal institutional structures that would transition its P3 program from good to great and enable it to become firmly embedded in the public infrastructure delivery landscape. With the subsequent absence of P3-convinced (political) leadership and uncertainty about its P3 policy direction, Alberta was unable or unwilling to consolidate the progress made at the start of the program.

Originality/value

Most recently, the emergence of new political leadership in Alberta has (re)catalyzed policy progress, pointing toward a more methodical program approach, and suggesting a rediscovered confidence in P3s in the province with the establishment of a P3 Office (P3O), including nascent formal rules for unsolicited bids. These recent changes in our view make for a much more anchored policy and could lead to program sustainability and eventual institutionalization. Given the unpredictability of the recent political change, a more robust analysis of the relationship between political party control, leadership, and P3 stability is required to anticipate future policy and organizational obstacles.
