Abstract

Purpose

The diffusion of social media among public administrations has significantly grown in the last years. This phenomenon has created a field of research that seeks to understand the adoption and impact of social media in the public sector. The purpose of this paper is to identify the factors that make social media successful in Spanish local governments.

Design/methodology/approach

The paper is based on an adapted version of a neo-institutional model: Enacting Electronic Government Success (EEGS). The data have been collected through three main sources: primary data from a questionnaire designed and conducted by the authors, secondary data of statistical sources, and tertiary data collected through Klout Score.

Findings

The results from a survey and statistical analysis provide preliminary validation of the model and show a direct relationship between organizational, institutional, and environmental factors with the successful use of social media in local public administrations. The data analysis shows that ten variables jointly explain 54.6 percent (adjusted R2=0.546) of the variability observed in the dependent variable.

Research limitations/implications

First, the analysis model used represents a limited sample size to carry out a complex quantitative analysis. Second, the use of Klout Scores can offer some bias. Finally, certain variables complicate the comparative potential of the study.

Originality/value

This study provides original primary data and contributes to the growing field of study related to social technologies in public administrations. This research also confirms in an exploratory way the validity of the EEGS model.

Abstract

Purpose

This paper aims to study the results of open innovation initiatives in Spain under the lockdown during the first stages of the COVID-19 crisis. Based on the most recent literature on open innovation in the public sector, this paper explores the following research questions, namely, what are the key features of collaborative governance processes that guided open innovation initiatives in the Spanish public sector during the COVID-19 crises? How open public innovation cases generated public value to the society during the COVID-19 crises in Spain?

Design/methodology/approach

The study is based on two in-depth case studies of open innovation in the public sector: the collaborative platform Frena la Curva and the hackathon Vence al Virus, both launched during the first moments of the COVID-19 crisis. The methodology is based on 13 semi-structured interviews, content observation and documentary analysis. The data were interpreted according to the dimensions described in the analytical framework: descriptive dimensions of both initiatives but also their degree of elaboration, incentives and objectives, characteristics of governance and collaboration between actors and challenges for the accountability processes; and finally, their procedural legitimacy, considering the COVID-19 crisis context.

Findings

The results of the study show that citizens have played a key role during the hardest stage of the crisis, collaborating with governments and advancing their innovative capabilities, mostly in the digital sphere. The analysis also identified different outcomes, including the improvement of citizen’s involvement, deliberation practices or network building. Besides, this paper has identified some limitations and barriers to open innovation and collaborative governance processes in terms of accountability and legitimacy of these initiatives. Here, their contribution was constrained by the emerging stage of implementation and by the unique circumstances of the lockdown under the COVID-19 crisis.

Research limitations/implications

Future advancements of open innovation initiatives to consolidate collaborative governance processes will need further exploration. Although this paper diversified the contacts and the data collection in the fieldwork to avoid social biases, the results of the interviews might reflect very positive outcomes. Despite the case studies that took place during the COVID-19 crisis and their planned actions to maintain their existence, the post-crisis analysis will be needed to assess the impact of these open innovation cases in collaborative governance structures.

Practical implications

Open innovation is an emerging narrative and practice in the public sector requiring time and energy from public officials and managers. The study also highlighted the problem of how to legitimate open innovation cases in the public sector and the implications for their institutionalization. Public managers involved in these types of initiatives need to keep the momentum both inside and outside their organizations. Regarding the utilization of information and communications technologies (ICTs), open innovation processes do not need technology to develop their full potential, whereas the COVID-19 crisis and the ongoing digitalization of work settings, accessibility, etc., could transform ICTs into a critical tool for public managers leading innovation initiatives within their organizations.

Social implications

The social implications of this paper are manifold. This study provides evidence of one of the future avenues of public management: open innovation. New avenues for the involvement and collaboration of citizens with public authorities are another social implication pinpointed by this paper. Democratic legitimacy and procedural accountability are assessed using the open innovation case studies during the COVID-19 crisis. Finally, transforming governments using collaborative platforms deserves social oversight understanding if they really contribute to build trust in political institutions.

Originality/value

Despite their differences, both Frena la Curva and Vence al Virus demonstrated the potential and limitations of public innovation and collaborative governance to cope with an unprecedented crisis such as the COVID-19. The special features of this emergency, including the long period of confinement, posed challenges and also opportunities to develop these initiatives: as several interviewees stated, these projects helped to channel the civic energy to co-produce solutions in collaboration with a wide range of actors. Data allow us to identify the key features of collaborative governance that guided open innovation initiatives in the Spanish public sector during the COVID-19 crisis.

Abstract

Purpose

The purpose of this paper is to introduce the special issue about generation of public value through smart technologies and strategies. The key argument is that smart technologies have the potential to foster co-creation of public services and the generation of public value in management processes, based on the collaborative, social and horizontal nature of these smart technologies. Understanding these processes from a public management perspective is the purpose of this paper and the rest of the special issue.

Design/methodology/approach

The approach to this paper is a theoretical and conceptual review, whereas practical implications both for scholars and practitioners arise from the review of the literature and the conceptual approximation to the notion of smartness in technologies and government. This approach is rooted in the potential of the latest smart technologies and strategies to transform public administrations and to better understand and cope societal problems.

Findings

The conceptual and theoretical perspective of this paper offers ideas for future developments. The content of this paper shows that new smart technologies and strategies will shape, and will be shaped by, the future of public organizations and management. This paper illustrates the process of change in public value generation over time, as a result of different public management paradigms (from traditional public administration to new public management), but also different types of technologies (from mainframes to websites and social media and beyond). The empirical evidence of the articles of this special issue supports this conclusion; that open and collaborative innovation processes developed under this emergent technological wave could become encouraging transformative practices in the public sector.

Research limitations/implications

The theoretical and conceptual nature of this paper needs further empirical research to validate some of the discussed assumptions and ideas.

Originality/value

Although this paper is oriented to present the main contents of the special issue, it also provides an original approach to the theme of public value generation using smart technologies and strategies in public sector management.

Abstract

This chapter studies Digital (or Electronic) Government in Latin American (LatAm) countries from a comparative perspective. It analyzes a group of countries with a significant degree of economic diversity and public administration heterogeneity. This chapter presents data about the development of the Information Society in Latin America, regarding the diffusion of Information and Communication Technologies (ICTs) and the Internet in the countries of the region and taking into account the digital divide phenomenon. It also analyzes Digital Government from a regional perspective, pinpointing intergovernmental institutions and international organizations devoted to design and define, and, in some cases, implement, shared perspectives and a common agenda within this region. This overview is brought forward by a comparative approximation to the development of e-Government readiness in LatAm countries, using data from the United Nations reports. Additionally, this chapter analyzes sectional e-Government dimensions, including digital public administration national agendas, electronic public service delivery websites, interoperability initiatives, social media technologies, open data and open government strategies, and the future of technology in public sector of the region. Therefore, this chapter is important to understand the role of ICTs as one of the most recent sources of innovation and reform in public administrations Latin America.

Abstract

This article studies the experience of Web site use within the local level of government in Spain. It presents an empirical study supported by direct observation of the Web sites of all local councils in two Spanish regions, the Basque Country and Madrid, and it provides primary data about dimensions and indicators that measure their orientation to the citizens. Results confirm a preliminary level of Web site use, which means information prevalence over interaction, unidirectional relations over transactions online, and lacks in Web site management and style design. Finally, it discusses the impact of these results addressing our theoretical framework, including questions for future analysis about relations with new public management reform and local e‐government.

Abstract

Purpose

This study examines co-production during the Covid-19 crisis, characterized as a Black Swan event, with a specific emphasis on local professionals’ preparedness and response.

Design/methodology/approach

A qualitative approach combining deductive and inductive approaches was employed to gather data from professional coordinators of co-production processes in Israeli local governments. The study utilizes professionalism theory as a framework to examine such key elements as professional knowledge, autonomy, status and legitimacy. Additionally, open coding is used to investigate emerging themes.

Findings

The findings reveal that, despite preventive efforts by the central government, local professionals were unprepared to address the crisis. Traditional top-down approaches failed during the crisis, emphasizing the need for peer learning and collaboration among various stakeholders. Professionals' de facto autonomy, driven by quick decision-making and creative problem-solving, elevated their legitimacy and status. Inter- and intra-organizational collaboration was essential to maintain performance through co-producing public services. Finally, multicultural awareness proved vital; neglecting this may have severe consequences in routine times but especially during crises.

Research limitations/implications

Using qualitative research, this study emphasizes the importance of understanding context in interpreting thoughts and actions. However, our approach has limitations. We collected data at a single point in time, which may not capture changes over time. Additionally, we relied on self-reporting from 19 public professionals in local municipalities, each managing the coproduction-based center within the respective municipality. However, this setup, where a single coordinator represents the entire co-production function of the municipality, has its limitations as only one voice is heard.

Practical implications

By shedding light on the multifaceted aspects of co-production, policymakers and professionals could learn about such substantial factors as professionals’ autonomy, inter-organizational collaborations and sensitivity to cultural nuances, which should be established first and foremost in routine times to prepare for crisis. In our case study, governmental preventive measures were inapplicable to crises, and experience of prior crises did not necessarily bestow an ability to prepare accordingly. This is where the role of the street-level professionals becomes significant: these are the actors who experience the crisis on the ground and may provide a quick and effective response. Their ability to take the reins, to be innovative and to generate knowledge while exerting their own professional consideration, proved extremely important.

Originality/value

This research contributes to our understanding of public service professionals’ effective leveraging of the contributions of co-producers in times of crisis. It shifts focus from top-down policy preparedness and implementation to the development of appropriate organizational structures and active and routine stakeholder engagement, thereby enhancing preparedness for crises.

Purpose

This study aims to understand the underlying social structure of Saudi citizens' interaction and discussion of political topics over the Twitter sphere.

Design/methodology/approach

The study employs social network analysis (SNA) measurements such as centrality, eigenvector and graph density on tweets produced in June 2012 by the Saudi community.

Findings

The result of SNA reveals relevant differences in the patterns of interconnection among different political topics. It also provides insights into sociological characteristics of modern political issues in Saudi Arabia.

Research limitations/implications

The limitation of this study resides in the lack of large data set for robust analysis.

Originality/value

This is the first study aiming to understand social network dynamics of Twitter targeting the Saudi community.

Abstract

Purpose

The purpose of this paper is to investigate political influential spreaders in Twitter at the juncture before and after the Malaysian General Election in 2013 (MGE2013) for the purpose of understanding if the political sphere within Twitter reflects the intentions, popularity and influence of political figures in the year in which Malaysia has its first “social media election.”

Design/methodology/approach

A Big Data approach was used for acquiring a series of longitudinal data sets during the election period. The work differs from existing methods focusing on the general statistics of the number of followers, supporters, sentiment analysis, etc. A retweeting network has been extracted from tweets and retweets and has been mapped to a novel information flow and propagation network we developed. The authors conducted quantitative studies using k-shell decomposition, which enables the construction of a quantitative Twitter political propagation sphere where members posited at the core areas are more influential than those in the outer circles and periphery.

Findings

The authors conducted a comparative study of the influential members of Twitter political propagation sphere on the election day and the day after. The authors found that representatives of political parties which are located at the center of the propagation network are winners of the presidential election. This may indicate that influential power within Twitter is positively related to the final election results, at least in MGE2013. Furthermore, a number of non-politicians located at the center of the propagation network also significantly influenced the election.

Research limitations/implications

This research is based on a large electoral campaign in a specific election period, and within a predefined nation. While the result is significant and meaningful, more case studies are needed for generalized application for identifying potential winning candidates in future social-media fueled political elections.

Practical implications

The authors presented a simple yet effective model for identifying influential spreaders in the Twitter political sphere. The application of the authors’ approach yielded the conclusion that online “coreness” score has significant influence to the final offline electoral results. This presents great opportunities for applying the novel methodology in the upcoming Malaysian General Election in 2018. The discovery presented here can be used for understanding how different players of political parties engage themselves in the election game in Twitter. The approach can also be adopted as a factor of influence for offline electoral activities. The conception of a quantitative approach in electoral results greatly influenced by social media means that comparative studies could be made in future elections.

Originality/value

Existing works related to general elections of various nations have either bypassed or ignored the subtle links between online and offline influential propagations. The modeling of influence from social media using a longitudinal and multilayered approach is also rarely studied. This simple yet effective method provides a new perspective of practice for understanding how different players behave and mutually shape each other over time in the election game.
