Abstract

Purpose

This paper seeks to assess the fitness for purpose of state regulation of police powers in England and Wales given the increasing “civilianisation” of policing. Specifically, it seeks to evaluate how well the law regulates the main powers of the Police Community Support Officer (PCSO). The initial phase of public consultation on general police powers was completed in May 2007.

Design/methodology/approach

An analytical approach has been taken to the current statutory provisions to assess their suitability for the PCSO. A social constructivist line has been taken with respect to that role and how the powers impact on its wider perception. The points are illustrated with reference to the developmental path and history of the role. This paper recommends addressing the PCSO “powers question” with a simple solution, which better serves the PCSO in practice: the greater use of the concept of “citizens” arrest'. The primary benefit is that clarity would be added to an ill‐defined role. Comparisons are made with jurisdictions such as The Netherlands and USA to underscore the points made.

Findings

There may be lacuna in the legislative provisions, as they do not appear to cover the actions of a PCSO without a purposive interpretation of the law. A further layer of legislation may be counterproductive.

Practical implications

Legislators are urged to encourage the full utilisation of existing civilian powers before rushing to create further rules on the powers of auxiliaries like PCSOs.

Originality/value

There is considerable literature on the powers of the police. Less evident is commentary on how well the legislative framework actually serves public auxiliaries like the PCSO.

Abstract

Purpose

The information technology (IT) related ethical issues will only increase in frequency and complexity with the increasing diffusion of IT in economies and societies. The purpose of this paper is to explore Egyptian students' attitudes towards the information ethics issues of privacy, access, property, and accuracy, and it evaluates the possible impact of a number of personal characteristics on such attitudes.

Design/methodology/approach

This research utilized a cross‐sectional sample and data set to test five hypotheses. It adopted an instrument to collect the respondents' background information and assess their attitudes towards the information ethics issues of privacy, property, accuracy, and access. Egyptian business students at Alexandria University were asked to participate in the survey. A total of 305 responses were collected and analyzed.

Findings

The analysis revealed that students are sensitive to the ethicality of information privacy, information accuracy, and information access. However, students are insensitive to the ethicality of property (software) right. In addition, years of education have a main effect on students' attitudes towards property, and gender and age have an interaction effect on students' attitudes towards access.

Research limitations/implications

The findings of this research are based on a cross‐sectional data set collected from a sample of business students at a public university. Students, however, may make poor surrogates for business or IT professionals. Future similar research designs that employ large samples from Egyptian working professionals and students in other private and public universities are needed to verify the findings of this research.

Practical implications

The findings suggest that the investigated university as well as the other similar Egyptian universities should consider integrating ethics education into their curricula. Teaching information ethics, especially from an Islamic perspective, is expected to positively influence students' information ethical attitudes. The enforcement of the existing property right protection laws should also curb software piracy in the Egyptian market.

Originality/value

It is vital to expand the ethical research currently being performed in IT in order to help bridge the gap between behavior and IT. The findings of this research extend the understanding of students' attitudes towards the information ethics issues in Egyptian culture and contribute to the growing body of knowledge on global information ethics.

Abstract

This paper reflects on the divorce between The Archers Shula and Alistair Hebden Lloyd. It considers in particular Shula’s main reason for the separation (‘I just don’t love you anymore’) and her inability to explain any further (‘It’s just how I feel’). It does so by bringing Shula in conversation with the British philosopher and novelist Iris Murdoch, who was an avid listener to The Archers. Love is for Murdoch a moral virtue, though she is also aware of its trappings. I shall use the recent scholarly debate on the love in Murdoch’s work to help Shula reflect on her claim.

Abstract

This research employs institutional characteristics and market‐related factors to predict undergraduate students' tuition at 190 private colleges and universities in the USA. Results showed that the strongest correlations among variables for college tuition were reputation ranking and SAT scores. Results of a hierarchical multiple regression revealed that the type of institution, academic reputation ranking, the annual expenditures, geographic region, the existence of professional schools, the size of the faculty and the undergraduate student body, and university presidents' pay and benefits are all significant predictors of college tuition. After controlling all other variables, the unique contribution made by reputation ranking is still a significant predictor of college tuition. Research institutions charged their students more than liberal arts colleges, which, in turn, charged more than doctoral granting I institutions. Implications for parents and students, private colleges and universities, human resource management, and the Matthew effect are discussed.

Abstract

Critical theory integrates the value of social justice into the practice of research and focuses on the manner in which injustice and subjugation shape peoples’ experience and understanding of the world (Endres, 1997). A critical theory perspective is specifically concerned with issues of power and justice and the ways that the economy, race, class, gender, ideologies, discourses, education, religion, disability, and other social institutions interact to construct a social system (Kellner, 2003). Thus, critical inquiry must be connected to attempts to confront injustices of society. Clearly, an effective history of special education law can better illuminate some of the injustices commonly experienced by students with disabilities. However, the majority of school administrators and directors of student services and special education have viewed special education regulations through a positivist lens. Skrtic (1995) contended that although positivism has been discredited, it is still the theory of knowledge used in modern professionalism (including education, special education, and other social sciences). Professional knowledge in this positivist framework is received and perceived by students as objective truth because the scientific process remains the mechanism for discovering and applying new knowledge. Society affords professionals autonomy on the assumption that professionals, by virtue of their access to specialized knowledge, know what is best for their clients. In a type of moebius loop construction, only the professionals can judge what is best for their clients because they are the only ones with access to the specialized knowledge. This knowledge, frequently based on “traditional” histories, becomes the pervasive, professional knowledge employed in practice. Thus, it is essential to understand the assumptions inherent in this knowledge base.

In this article, an analytical framework that can be used by educational administrators to evaluate and modify policy development in curriculum innovation is presented. The framework is applicable to curriculum innovation of varying types and magnitudes, being relevant both to small‐scale innovation at individual schools and tertiary institutions as well as to large‐scale innovation emanating from centralised educational bureaucracies. Three criteria guided the generation of the analytical framework. Firstly, the framework must be sufficiently comprehensive to permit analysis of all the major components in policy development. Secondly, it should be systematic and enable orderly examination of issues and behaviour. Thirdly, it should facilitate objectivity in analysis. In producing the framework, a considerable volume of literature in areas such as administration, politics, decision‐making and policy‐making, educational planning and educational change was scrutinised. On the basis of this literature review, broad and generalised questions were generated so that diverse manifestations of policy development in curriculum innovation can be analysed. The framework derived relates to the four major interacting variables found to be operative in policy development in curriculum innovation, namely, the participants, the decision‐making and policy‐making processes, the innovation and the environment. It is also designed to allow examination of the interaction of the variables.

Abstract

The present review seeks to stimulate thinking about transforming the undergraduate library, both conceptually and in reality, for the future as it continues its search for the best ways to address the library needs of undergraduate students attending a large research university. The review focuses on what has emerged from, been consequential to, and poses challenges for the undergraduate library concept. The author conducted searches in the Library Literature and Information Science database, WorldCat database, the Melvyl® The Catalog of the University of California Libraries, and the Google™ search engine for information related to the separate undergraduate library in the large research university. Pertinent abstracts, literature, and Web documents were reviewed for references. The search period was from October 2005 to March 2006.

Abstract

Purpose

The purpose of this paper is to define and describe digital curation, an emerging field of theory and practice in the information professions that embraces digital preservation, data curation, and management of information assets over their lifecycle. It dissects key issues and debates in the area while arguing that digital curation is a vital strategy for dealing with the so-called data deluge.

Design/methodology/approach

This paper explores digital curation’s potential to provide an improved return on investment in data work.

Findings

A vital counterweight to the problem of data loss, digital curation also adds value to trusted data assets for current and future use. This paper unpacks data, the research enterprise, the roles and responsibilities of digital curation professionals, the data lifecycle, metadata, sharing and reuse, scholarly communication (cyberscholarship, publication and citation, and rights), infrastructure (archives, centers, libraries, and institutional repositories), and overarching issues (standards, governance and policy, planning and data management plans, risk management, evaluation, and metrics, sustainability, and outreach).

Originality/value

A critical discussion that focusses on North America and the UK, this paper synthesizes previous findings and conclusions in the area of digital curation. It has value for digital curation professionals and researchers as well as students in library and information science who may deal with data in the future. This paper helps potential stakeholders understand the intellectual and practical framework and the importance of digital curation in adding value to scholarly (science, social science, and humanities) and other types of data. This paper suggests the need for further empirical research, not only in exploring the actual sharing and reuse practices of various sectors, disciplines, and domains, but also in considering the the data lifecycle, the potential role of archivists, funding and sustainability, outreach and awareness-raising, and metrics.

Abstract

Purpose

Exposure to unhealthy lifestyle behaviours before pregnancy affects the health of mothers and their (unborn) children. A social marketing strategy could empower prospective parents to actively prepare for pregnancy through preconception care (PCC). This study aims to describe the development of a PCC social marketing strategy based on the eight-point benchmark criteria for effective social marketing and to clarify the concept of using social marketing for health promotion purposes.

Design/methodology/approach

An extensive literature search was carried out regarding the needs of the target population and PCC behavioural goals, leading to the development of a bottom-up, ambassador-driven, communication concept.

Findings

In-depth insights of all benchmarks were analysed and incorporated during the development process of a new PCC social marketing strategy, with a special focus on the application of the “Health Belief Model” (Benchmark 3) and “the Four-P framework” (Benchmark 8). Evidence-based preconceptional health information is our product, for a low price as the information is freely attainable, promoting a message of overall womens health and online or through a consult with a health-care provider as the appropriate place. This formative research resulted in the development of the Woke Women® strategy, empowering women to actively prepare for pregnancy.

Originality/value

Developing a social marketing strategy to enhance actively preparing for pregnancy shows potential to encourage prospective parents to adopt healthier preconceptional lifestyle behaviours and can therefore improve the health of future generations.
