Abstract
Purpose
The purpose of this paper is to address the following question: how do we derive a systemic understanding of community, business and microenterprise linkages in the light of the cardinal episteme of Islamic belief, Tawhid?
Design/methodology/approach
The worldview of unity of the divine laws termed in the Qur'an as Tawhid (oneness of God or equivalently oneness of the divine laws and also unity of knowledge) is explained in the form of a general socioeconomic paradigm. This worldview is then used to address the complementary relationships between microenterprises and their embedded social environment comprising community and business.
Findings
The participatory development interrelationships explained by means of circular causation between the variables representing community, business and microenterprise comprise a specific example of application of the Islamic episteme of unity of knowledge to entities that exist in embedded learning systems. Such learning systems are governed by the episteme of unity of knowledge as explicated by the Qur'an and the Sunnah (Prophetic guidance). These together form the foundation of every Islamic methodological inquiry and application. Examples of microenterprises are Pasar Pagi (morning markets) and Pasar Malam (night markets) in Indonesia. Other comparative examples are given.
Originality/value
This paper shows how participatory development and sustainability‐by learning paradigms arise uniquely from the epistemic foundations of unity of knowledge (Tawhid). The productive transformation of microenterprise groupings through their complementary relationships with community and business is shown to invoke the Tawhidi epistemic worldview. The result of such complementary social embedding is expected to result in enhanced organization and productivity of microenterprises. The paper offers policy prescriptions for such participatory development change.

Abstract
Purpose
This article aims to provide new insights to current debates within the anthropology of (participatory) development by presenting a theoretically‐informed, ethnographic case study of a development organization in Pretoria, South Africa.
Design/methodology/approach
A theoretical framework is proposed which links recent debates on organizational culture and participatory development. It is based on a thorough review of the literature in these two fields of research as well as on empirical findings from the case study.
Findings
The article shows that organizational culture is a crucial factor in understanding the complexities and failures of participatory development that has hitherto been largely ignored by development analysts and practitioners. Three factors are discussed, which affect an organization's approach towards participation: the influence of professionalization on organizational culture and participation; development brokers as agents of participatory development; and value and mission statements as indicators of an organization's “participatory potential”. The analysis demonstrates that anthropologists need to critically engage with the complexities of development operations, which requires analyzing the concrete practices, (power) structures and institutional incorporations of different development organizations.
Originality/value
The strength and originality of the study lies in its systematic focus on the internal factors of an organization and how these affect the implementation of participatory development. The questions raised in this paper are relevant for further comparative studies of development organizations, particularly those who claim to follow a participatory approach.

Abstract
Purpose
The literature review explores how multidisciplinary approaches based on critical pedagogy and participatory research can provide frameworks for equitable partnerships and genuine participation in educational design and research practices. Additionally, the essay aims to expand understandings of equitable engagement within educational research and design based on principles from critical pedagogy.
Design/methodology/approach
The essay draws from diverse literature in the learning sciences, health informatics, industrial design, disability studies, ethnic studies, rehabilitation science, and to a lesser extent HCI research to understand how critical pedagogy and participatory research methods can provide useful frameworks for disabled peoples' equitable engagement and genuine participation in educational research and design. The literature reviewed in the paper concern topics such as participatory approaches to community development with disabled adults, the implementation of university-initiated community partnerships, participatory research with students and disabled people, and the importance of culturally-responsive research practices. The design literature in this review explores various arenas such as the co-design of assistive technologies with disabled children and adults and the design of curricula for students with and without disabilities. This review focuses on research practices that engender disabled peoples' participation in educational research and design, with focus on developing multidisciplinary frameworks for such research.
Findings
The literature review concludes that participatory research methods and critical pedagogy provide useful frameworks for disabled peoples’ participation in educational design and research practices. Critical pedagogy and participatory design allow for the genuine participation of disabled people in the research process.
Social implications
Emphases on collaboration and collective knowledge-building in social transformation are present in scholarship concerning critical pedagogy, participatory research, and disability studies. However, these connections have been routinely underexplored in the literature. This paper aims to underscore these integral connections as a means to build solidarity between disabled and other marginalized people.
Originality/value
The connections between participatory research methods, critical pedagogy, and disability studies have been previously underexplored. The literature review proposes a combined approach, which has the potential to radically transform multiple realms of research beyond the learning and information sciences.

Abstract
Purpose
The organisational level and leadership development are crucial elements in advancing patient safety, because patient safety weaknesses are often caused by system failures. However, little is known about how frontline leader and director teams can be supported to develop patient safety practices. The purpose of this study is to describe the patient safety development process carried out by nursing leaders and directors. The research questions were: how the chosen development areas progressed in six months’ time and how nursing leaders view the participatory development process.
Design/methodology/approach
Participatory action research was used to engage frontline nursing leaders and directors into developing patient safety practices. Semi-structured group interviews (N = 10) were used in data collection at the end of a six-month action cycle, and data were analysed using content analysis.
Findings
The participatory development process enhanced collaboration and gave leaders insights into patient safety as a part of the hospital system and their role in advancing it. The chosen development areas advanced to different extents, with the greatest improvements in those areas with simple guidelines to follow and in which the leaders were most participative. The features of high-reliability organisation were moderately identified in the nursing leaders’ actions and views. For example, acting as a change agent to implement patient safety practices was challenging. Participatory methods can be used to support leaders into advancing patient safety. However, it is important that the participants are familiar with the method, and there are enough facilitators to steer development processes.
Originality/value
Research brings more knowledge of how leaders can increase their effectiveness in advancing patient safety and promoting high-reliability organisation features in the healthcare organisation.

Abstract
Purpose
The purpose of this study is to examine the role of independent institution as moderation between community involvement and legislative institution responsiveness in Mataram City.
Design/methodology/approach
This research is explanatory research, which explains the effect between variables by hypothesis testing. This research was conducted in Mataram City, West Nusa Tenggara. Population in this study included all stakeholders involved in Mataram City’s participatory planning, including community leaders, legislative institutions (starting from the village/subdistrict, district to city levels) and independent institutions. The sampling was performed using nonprobability sampling technique, namely, quota sampling. The research model with inferential analysis used a structural equation modelling (SEM) with WarpPLS to answer the statements of problems and test the desired hypotheses.
Findings
The research results conclude that community involvement has a direct effect on legislative institution responsiveness and legislative institution responsiveness has a direct effect on the success of participatory development planning. This indicates that all variables in this research influence the success of participatory development planning. However, the indirect effect of legislative institution responsiveness on the success of participatory development planning through the role of independent institution is not significant.
Originality/value
The role of independent institutions as a moderation of the relationship between community involvement and legislative institution responsiveness can be learned as the novelty in this study.

Abstract
Purpose
Although research of entrepreneurial ecosystems has mainly focused on urban centers in developed nations, there is an emergent need to study the complexities of rural, regional and development contexts. Ecosystems in such settings are often characterized by the heightened importance assumed by environmental and social factors. This paper aims to document learning from participatory development and economic planning in the Galapagos, a setting in which the interplay between social, economic and ecological factors is critical.
Design/methodology/approach
This case study seeks to elaborate theory with qualitative data from an empirical context.
Findings
Reconstructed theory shows that in participatory development contexts, the entrepreneurial ecosystem constitutes a space in which competing interests contrast and conflict. Results from the Galapagos islands highlight the ability of local actors to successfully affect policy during local collaborative planning. The tensions between the economy, environment and society apparent in participatory dialogue indicate that a more nuanced approach to the interaction within entrepreneurial ecosystems is required.
Originality/value
This case study demonstrates the value of analyzing the processes and mechanisms for collaboration in the entrepreneurial ecosystem in sustainable development contexts. Results suggest implications for scholars researching entrepreneurial ecosystem networks.

Purpose
This paper aims to address to what extent local administration is involved in national planning focusing on drafting and reviewing processes of “Egypt Vision 2030”.
Design/methodology/approach
The paper plan to use focus group discussions and descriptive-analytical approach with representatives of local administration in three governorates.
Findings
Importance of local participation is not any more a question; however, participation concept and methodology are what matters. Participatory approach is not complex-free. It is crucial to consider conflicts of interest groups, ideologies, and political trends, communities’ high expectations, particularly of those who were marginalized and deprived for long time. Definitions should not be unified on national, regional and local levels. Each community needs to agree on its own definitions, needs, dreams and paths toward development. Accordingly, the role of the planner is to expand choices and opportunities for each citizen. Participation in planning for the future must include the coming generation who are opting to live this tomorrow. That requires institutionalization of youth participation in the decision-making processes.
Research limitations/implications
It was difficult to ensure meeting adequate sample; however, the author does believe that the participated sample represents the case.
Practical implications
The impact of public participation in planning on enhancing the planning processes and strategic planning outcomes and implementation is not a matter of questioning anymore, although governments do not pay due attention.
Social implications
Public participation in planning processes named participative planning is crucial for achieving development, social justice, economic development and public trust in governments.
Originality/value
The paper depends on focus-group discussions that were conducted by the author. Analysis and discussions reflect the author’s academic and practical experiences.

Abstract
The difficulties in designing and implementing successful technological systems which support business objectives, good work practices and high quality outcomes are well known. Discusses the “modernisation” of the Australian Taxation Office – an ambitious ten‐year programme of organizational and tech‐nological change – which has its origins in the need for re‐equipment and the recognition that the new systems must support the way in which the Taxation Office would work in the future. Review of the programme mid‐term shows considerable success, but also areas where it has been difficult to achieve some of the aims. In spite of the participatory framework, participants tend to feel that technology has driven the process, rather than business or workplace requirements. In particular, some initiatives have impacted negatively on workers, and it has been difficult to integrate the implementation of new systems with the design of better work practices. Recognition of these problems has encouraged the development of new approaches to work and systems design, and considerable further organizational and structural change.

Abstract
The purpose of this chapter is to explain the concept of right to participation from the viewpoint of development and tries to establish nexus between participation and right to development in context of human rights-based approach and try to establish the co-existence between the two terminologies. The term participation is closely associated with the traditional democratic system; under this system people are entitled to participate in governance system directly or indirectly, which can be dated back from the ancient Greek civilization (Faruque, 2002a). In a democratic system, participation is people central and can be treated as “an valuable module of any system that considers itself a democracy” (Kweit & Kweit, 1981) “corner stone of democracy” (Sherry, 1969) or “instrument of legitimacy of government” (Falk & Strauss, 2000). Participation means a right by which one can exercise his/her function in the society and express his/her view or behavior toward the political system and governance. So the notion of participation is “effective in mobilizing and natural resources and combating inequalities, discrimination, poverty and exclusion” (UN.DOC, E/CN.4/1990/9/Rev. 1, 1990, Ch. 7). However, the concept of participation “should be viewed both as a means to an end and as an end itself” (UN.DOC, E/CN.4/1990/9/Rev. 1, 1990, Ch. 7, para 150). In environmental level, public participation has played a vital role in decision-making for measuring the protection of environment. Public participation in decision-making that affects the environment is recognized in the Aarhus Convention (Convention on Access to Information, 2001).

Abstract
Purpose
This paper hypothesizes that in respect of developing nuclear energy, utilizing one process, on one occasion, and with only the development of nuclear energy as the “policy problem” on which consultations are based will not be successful; a more successful model occurs over the long term, utilizes an iterative process of engagement, and multiple framing of related energy issues (in addition to the development of nuclear energy). The paper aims to discuss these issues.
Design/methodology/approach
This paper reviews and analyzes the framing of issues and chosen mechanisms of public consultations employed by the Government of Saskatchewan in relation to the nuclear energy future for Saskatchewan. These mechanisms are reviewed based on the perceptions and comments made by members of the public within the consultations which were recorded, coded and analysed, as well as a series of semi-structured qualitative interviews with key personnel involved in the consultation process. The three mechanisms of public participation employed by the Government of Saskatchewan are analyzed and evaluated and a model developed to facilitate the analysis.
Findings
Alternative measures of successful participation are useful. The framing of issues, the time frame of analysis, and quality of communication flows are all determinative of success. The utilization of a combination of participatory mechanisms is also beneficial. An optimal strategy of public consultations respecting energy is developed based on interviews with key personnel in the policy field.
Research limitations/implications
This research is based only on the perceptions of participants expressed within the participatory processes and key personnel in the energy policy field of Saskatchewan.
Originality/value
This paper offers a model linking several policy considerations useful to future energy policy public consultations.
