Abstract

A central tenet of Progressive era responses to prostitution was the alleged over-representation of white, US-born daughters of foreign parentage in the prostitution population. We detail a statistical error in an influential 1913 study from the New York State Reformatory for Women at Bedford as an important source of this tenet. Using archival data to more accurately reconstruct the Reformatory population, we find that Black women constituted the only over-represented group, but were all but ignored by reformers. We foreground how ideas about race and immigration informed the social response to prostitution in this period, highlighting the importance of critically analyzing historical sources.

Abstract

With the signing of the Civil Rights Act of 1964, discrimination in employment with respect to the hiring, promotion and pay of minorities and women became illegal in the United States.1 Yet, 40 years later, earnings differentials still persist between certain minorities and white non-Hispanics and between women and men. For example, although the ratio of black men's earnings to those of white men and of black women's to white women's have increased considerably over the past 50 years, the black–white ratio was still only 78% in 2003 among men and 87% among women (Fig. 1). Hispanic–white wage differentials are larger than the black–white differential among both men and women (Figs. 2 and 3). And despite a significant narrowing in the gender gap, the ratio of women's earnings to men's was about 76% in 2003 (Fig. 4).2

This chapter is an overview of herstorical, political and theatrical developments in South Africa. It provides an overview of the background to the herstory of South Africa from 1912–1993.

Dates are included which have relevance to the herstory of South African Women; for example, 1912 was the year of the formation of the African National Congress (ANC); in 1913 Charlotte Maxeke led a march against pass laws for African women; the Native Land Act of 1913 stated that natives were no longer able to buy, sell or lease outside the stipulated reserves; the Influx Control and The Natives Urban Act of 1923 and amendments to the Act in 1937 had devastating consequences for African women as it severely restricted their movements from rural to urban areas. The year 1930 is important because this was when white South African women acquired the vote which gave political activists such as Helen Joseph and Helen Suzman a political voice. In 1948 the ANC Women’s League (ANCWL) was formed. Political events from the 1970s through to 1993, demonstrate how the Black Consciousness Movement (BCM), the African National Congress (ANC), other anti-apartheid organisations and the apartheid government realised the effectiveness of theatre as a political weapon

Abstract

Purpose and approach – This research explores gender and gender inequality in representation in state legislatures among African Americans, Hispanics, and white Americans. Using 10 states with the largest concentrations of African Americans in the population and 10 with the largest concentrations of Hispanics in 2003, a parity index was used to compare each race/sex group's share of each state's population with that group's share of seats in the state legislature. Parity ratios were also constructed for white women and white men in both sets of states.

Findings – White men dominate all the state legislatures surveyed here; white women are severely underrepresented as are Black women, Hispanic women, and Hispanic men. Black men are slightly but not greatly underrepresented in political office in these states. A consistent pattern is that the higher the representation of any group of males, the greater is the gap between women and men.

For Black and white women in both sets of states, having a high proportion of women who are college graduates, who are employed, and who work as managers or professionals and garner larger earnings increases their chances for election, but this pattern is not observed among Hispanic women.

Implications – These findings are significant because they bring together previously disparate insights from political science and sociology; highlight differences between women and men and among people from different ethnic groups; and reveal the importance of an intersectional approach for understanding the representation of diverse groups in political office.

Purpose – Although most mothers are currently in the labor force, mothers’ labor supply varies by race and ethnicity. However, most of the discourse on mothers’ employment, particularly recent media coverage and research on mothers opting out of the labor force, focuses on the experiences of White women in managerial and professional occupations. I address the lack of diversity in the opt- out discussion by comparing the prevalence of opting out of the labor force and scaling back on work hours among Asian, Black, Hispanic, and White mothers in 20 occupations.Methodology/approach – This research employs hierarchical logistic models and hierarchical linear models using 2009 American Community Survey data.Findings – Although mothers of all racial and ethnic backgrounds are more likely to opt out when they have young children, opting out is more prevalent among White mothers. Racial and ethnic disparities are particularly salient when examining work hours. White and Asian mothers are more likely to scale back compared with Black mothers who do not appear to scale back at all when they have children.Social implications – These results show that work–family strategies differ by race, ethnicity, and occupation, and work–family solutions need to address the specific needs of women in different occupations.Originality/value – This study provides evidence suggesting that the opt-out discourse surrounding mothers’ employment has not been sufficiently nuanced and that policy solutions that are based on the experiences of women in managerial and professional occupations are likely to fall short of meeting the needs of most women.

Abstract

Purpose

This paper explores the wages of White, Black, Hispanic, Asian, Native American and “other race” women and men once differences in basic characteristics among these 12 groups are accounted for. The authors aim to extend comparisons beyond those of women and men of the same race or the various races within a given gender.

Design/methodology/approach

To undertake the conditional analysis, first, the authors propose a simple re-weighing scheme that allows to build a counterfactual economy in which workers' attributes for all gender–race/ethnicity groups are the same. Second, the authors use a well-known re-weighting scheme that involves logit estimations.

Findings

Only Hispanic men, Native American men and Asian women have conditional wages around average. Black men and, especially, White, Black, Hispanic, Native American and “other race” women have conditional wages clearly below average, whereas those of Asian and White men are well above average. The wage differential between a privileged and a deprived group is disentangled into the premium of the former and the penalty of the latter, which brings a new perspective to what has been done in the literature based on pairwise comparisons. In this intersectional framework, the authors document that gender penalizes more than race.

Originality/value

This paper examines intergroup earnings differentials using a methodology that allows to examine 12 gender–race/ethnicity groups jointly, which is this work's distinctive feature. The authors' intersectional framework allows to picture the effect of gender and race/ethnicity more broadly than what the literature has shown thus far.

Abstract

Jacqueline Bouvier Kennedy and Michelle Robinson Obama are two First Ladies of the United States whose racial-ethnic, personal, and family characteristics made them the objects of inordinate public fascination. Using Patricia Hill Collins's concept, the “outsider within,” this chapter explores Kennedy and Obama's emergence as cultural icons and their marginal relationship with the white Protestant American governing class. As wives of presidents and specific to her generation, each woman brought superior professional credentials to their public roles. As cultural icons who differ from the white racial frame, they are subjected to excessive media scrutiny, evaluation, and supervision. Both women exercise cultural agency from their positions as cultural icons, particularly utilizing ceremonial activities and the power of the White House to oppose cultural erasure and exclusion of minority groups and to provide models of social inclusion. Analysis of their roles highlights the continuing importance of wives to the acquisition and maintenance of power and to the role of elites in offering models of social justice.

Abstract

We critique existing literature on the rise of precarious work because of its inattention to the historical organization of work by race and gender. We use intersectional theory to develop a racial–gender lens on precarious work, asking how do race, gender, and educational attainment shape exposure to insecure work. Historically, Blacks pursued education to mitigate against labor market discrimination with uneven success. Education has traditionally protected against exposure to precarious employment, but this association has weakened in recent years and the persistence of differential returns to human capital suggests that the relationship between education and insecure work may be racially contingent. We assess risk of exposure to precarious nonstandard work for racial and gender groups from 1979 to 2015 using data drawn from the CPS-MORG. We find that education is not equally protective across demographic groups and over time, contributing to inequality in access to stable, standard employment.

Abstract

Purpose

The purpose of this paper is to use the case of white immigrant women domestics’ experiences in migration to demonstrate that their work experiences are different due to their whiteness. While their racial identity provides them with white privileges, they still face discrimination based on their occupational and immigrant statuses. The case study adds to existing literature on domestic service.

Design/methodology/approach

The case study is based on several years of ethnographic work. The author conducted in‐depth interviews with Polish immigrant women and white female employers. The author also held focus groups with Polish women.

Findings

White immigrant women from Poland do not automatically assume the white racial identity in the USA. Their whiteness is constructed and reinforced through their interactions with their white female employers. Their whiteness renders their experiences different from racial minority women and immigrant women of color. However, Polish domestics construct their positive work identity to counteract the negative images about them and domestic service as an occupation.

Research limitations/implications

The main limitation the author sees is that the author could have conducted interviews with Mexican immigrant women to compare the differences in terms of their working conditions.

Practical implications

While Polish domestics seem to have better experiences than other groups of immigrant women, domestic workers are excluded from the labor law. They are thus without the protection of labor law. It is important for us to work for the right of immigrant workers to eradicate the inequality in society.

Social implications

This case shows that the transnational labor migration contributes to further inequality in society since it is usually the migrant workers who take up the low skilled or unskilled work that has few possibilities for promotion and has few benefits. The government needs to address the transnational migration process and the exploitation of migrant workers ensuing from the process.

Originality/value

Polish immigrant women are a unique group of women mainly because they are among the few white women who perform domestic service. Their experiences are different from racial minority women and immigrant women of color. Merging the whiteness approach and domestic service is an innovative approach.

Abstract

Purpose

Given South Africa's apartheid history, studies have primarily focused on racial discrimination in employment outcomes, with lesser attention paid to gender and context. The purpose of this paper is to fill an important gap by examining the combined effect of macro- and micro-level factors on occupational sex segregation in post-apartheid South Africa. Intersections by race are also explored.

Design/methodology/approach

A multilevel multinomial logistic regression is used to examine the influence of various supply and demand variables on women's placement in white- and blue-collar male-dominated occupations. Data from the 2001 Census and other published sources are used, with women nested in magisterial districts.

Findings

Demand-side results indicate that service sector specialization augments differentiation by increasing women's opportunities in both white-collar male- and female-dominated occupations. Contrary to expectations, urban residence does not influence women's, particularly African women's, placement in any male-type positions, although Whites (white-collar) and Coloureds (blue-collar) fare better. Supply side human capital models are supported in general with African women receiving higher returns from education relative to others, although theories of “maternal incompatibility” are partially disproved. Finally, among all racial groups, African women are least likely to be employed in any male-dominated occupations, highlighting their marginalization and sustained discrimination in the labour market.

Practical implications

An analysis of women's placement in white- and blue-collar male-dominated occupations by race provides practical information to design equitable work policies by gender and race.

Social implications

Sex-typing of occupations has deleterious consequences such as lower security, wage differentials, and fewer prospects for promotion, that in turn increase labour market rigidity, reduce economic efficiency, and bar women from reaching their full potential.

Originality/value

Very few empirical studies have examined occupational sex segregation (using detailed three-digit data) in developing countries, including South Africa. Methodologically, the paper uses multilevel techniques to correctly estimate ways in which context influences individual outcomes. Finally, it contributes to the literature on intersectionality by examining how gender and race sustain systems of inequality.
