Abstract
Purpose
This paper aims to evaluate the accessibility of digital information systems as a key usability attribute in information retrieval by users with visual impairment (VI), to inform development of accessible information systems.
Design/methodology/approach
This study used a cross-sectional survey design based on the quantitative research paradigm. Data was collected from 117 students with visual impairments from selected public universities in Kenya, using a semi-structured questionnaire adapted from Web Content Accessibility Guidelines.
Findings
This study revealed that gender did not influence screen reader compatibility, alternative format preferences, perceptions of accessible content or digital library navigability. Instead, type of visual impairment, prior assistive technology (AT) training and digital library use frequency significantly impacted these attributes. Blind students reported positive experiences, favouring alternative formats, and expressed positive views on accessible content while those with low vision faced more challenges. Prior training in assistive technology and frequent digital library use resulted in higher screen reader compatibility and better navigability. Increased digital library use was linked to access to alternative content for those with prior assistive technology training.
Research limitations/implications
This study contributes to the existing literature on accessibility of digital information systems for users with visual impairments. Further research is needed to explore other factors that may influence the accessibility of digital systems, such as the design of user interfaces as well as an evaluation of accessibility of digital systems for other categories of disabilities such as hearing impairment, physical impairment, autism and intellectual disability, among others.
Practical implications
The findings of this study have practical implications for the design and development of digital systems such as digital libraries. Developers can leverage findings of this study to enhance compatibility of digital platforms with screen readers and provide alternative formats and accessible content. User-centred design principles can be used to create interfaces that are easy to navigate and friendly to users with visual impairments. Training programmes on assistive technology should be provided to users to enhance their skills and confidence in using digital systems.
Originality/value
This study contributes towards design and creation of navigable systems that are compatible with screen readers. The study also points out the importance of creating more inclusive and usable digital environments for persons with visual impairments.

Abstract
Accessibility, as defined by the Americans with Disabilities Act (ADA) of 1990, pertains to accessibility of online environments as well as physical environments for persons with disabilities. Web‐based resources are prevalent in libraries today, but are they accessible? An e‐mail survey was used to examine accessibility of Web‐based abstracting and indexing services from product providers’ perspectives. Company representatives were asked to address overall product accessibility, company compliance with Section 508 Standards, and product usability for persons with disabilities. Findings indicate that the ADA and Section 508 are raising database company awareness of accessibility issues. Still, companies can do more to assure product accessibility.

Abstract
The density and pattern of urban parks, traffic conditions are the main factors affecting urban park accessibility. To clarify the influence of traffic mode and urban road network on urban park accessibility, we examine downtown area of Nanjing, China, and based on GIS network analysis, analyze urban park accessibility under different traffic modes in the current year (2017) and the Nanjing master planning target year (2030). The results shows: Using automobiles takes the shortest time to get to urban parks in 2017 and 2030 (if the problem of parking is ignored). Comparing the results of 2030 and 2017, by when the ground transportation network in the study area will be further improved, urban park accessibility was improved by a small margin under walking and automobile traffic modes, however, the density of rail traits increased fastest, urban park accessibility is improved most under this mode of transportation, rail transit route development becomes the dominant factor in improving park accessibility in downtown area of Nanjing. To a certain extent, this study reveals the leading factors of improving the accessibility of urban parks on the premise that the system of urban parks tends to be stable, and provides a reference for improving urban park accessibility.

Findings
Several professional library organizations recommend accessibility-sensitive selection and procurement procedures. However, not all students enrolled in library school programs might learn about the issue. Few books on the subject cover the issue adequately. Nationwide, CD policies requiring conformance to accessibility standards are the exception; and when librarians meet to make decisions about the selection of specific e-resources, the needs of people with disabilities are rarely on their radar screens.
Research limitations/implications
Researchers conducting similar surveys in the future might want to not only select a statistically more representative sample of academic libraries but also widen their focus and include both accessibility and usability in their investigations.
Practical implications
Textbook authors and course instructors in the area of CD need to address accessibility and usability. Librarians need to raise the issue with database and e-book vendors during license negotiations.
Social implications
The acquisition of e-resources designed to be accessible and usable for all will enable people with disabilities to participate more fully in our information-driven society.
Originality/value
The data collected provide for a broad discussion of the extent to which the needs of people with disabilities are considered in connection with CD.

Abstract
Purpose
Academic library web sites contain a vast amount of content, often contributed by a large number of content creators with varying levels of technical expertise. The Penn State University Libraries site contains almost 10,000 pages contributed by over 200 content creators from all areas of the Libraries.
Methodology/approach
In October 2011, in response to a complaint filed against Penn State by the National Federation of the Blind, the University Libraries agreed to comply with the Web Content Accessibility Guidelines (WCAG) 2.0 AA within a year to ensure that the web site would be accessible to all Libraries’ users.
Findings
This chapter describes how the Libraries developed a remediation plan; engaged content authors in the Libraries’ accessibility effort; implemented new content roles and workflow to ensure web accessibility and how they continue to actively measure and maintain the accessibility of web site content.
Originality/value
This chapter will be useful to Libraries committed to making their web content accessible to all users.

Abstract
Purpose
The purpose of this paper is to open the black box of prescriptive requirements by analysing their role in shaping interests and decisions on accessibility, and discuss the consequences hereof for a future move to a performance-based accessibility model based on Universal Design principles.
Design/Methodology/Approach
A single case study based on 15 qualitative interviews with clients about their approach to accessibility and Universal Design is analysed by using actor-network theory (ANT) as the theoretical framework.
Findings
It is shown that the prescriptive requirements in the Danish building regulations constitute a black box, which is decisive in defining the clients’ perception of the users and their level of ambition for accessibility by inscribing specific expectations, actions and ways of knowing about accessibility.
Research Limitations/Implications
The study is based on a qualitative single case study. We argue that analytical generalisations nevertheless can be drawn.
Practical Implications
Performance-based regulations can be a source of innovation but also entail negative consequences for the quality of the built environment if treated in an isolated manner alone.
Originality/Value
The paper contributes to the discussions on Universal Design and the implementation of performance-based accessibility regulation by illustrating how current prescriptive requirements are not mere “matters of fact” but play an active role in mobilising and shaping a network of users, technologies, norms and practices, which the introduction of performance-based requirements will radically alter.

Abstract
Purpose
This chapter aims to present best practices in providing inclusive resources and services offered to persons with disabilities at a public university library, in light of the 25th anniversary of the Americans with Disabilities Act (ADA).
Methodology/approach
A review of past practices and future considerations are presented from the perspective of providing both effective services and acquiring accessible resources.
Findings
Effective practices, at a college library serving individuals with disabilities, need to be a consistent part of daily practices and policies. Due to changing populations of students with disabilities, library outreach to the local disability office and communication to library professionals is essential. Practices for acquiring, assessing, and purchasing library resources require conformity to legal standards in order to be an “accessible” library.
Practical implications
Success for college students with disabilities also requires an institutional and system-wide university commitment to accessibility. As a case study in practice, the College of Staten Island (CSI) Library actively assesses accessibility at their library, which can be relevant to other academic libraries.
Originality/value
Limited amount of studies document the application of compliance with the ADA to daily library acquisition practices. Initiatives are also presented that can lead to future procurement guidelines at the CSI and similar organizations.
