Abstract

Purpose

Three-dimensional computer-aided design (CAD) assembly model has become important resource for design reuse in enterprises, which implicates plenty of design intent, assembly intent, design experience knowledge and functional structures. To acquire quickly CAD assembly models associated with specific functions by using product function requirement information in the product conceptual design phase for model reuse, this paper aims to find an approach for structure-function correlations analysis and functional semantic annotation of mechanical CAD assembly model before functional semantic-based assembly retrieval.

Design/methodology/approach

An approach for structure-function correlations analysis and functional semantic annotation of CAD assembly model is proposed. First, the product knowledge model is constructed based on ontology including design knowledge and function knowledge. Then, CAD assembly model is represented by part attributed adjacency graph and partitioned into multiple functional regions. Assembly region and flow-activity region are defined for structure-function correlations analysis of CAD assembly model. Meanwhile, the extraction process of assembly region and flow-activity region is given in detail. Furthermore, structure-function correlations analysis and functional semantic annotation are achieved by considering comprehensively assembly structure and assembled part shape structure in CAD assembly model. After that, a structure-function relation model is established based on polychromatic sets for expressing explicitly and formally relationships between functional structures, assembled parts and functional semantics.

Findings

The correlation between structure and function is analyzed effectively, and functional semantics corresponding to structures in CAD assembly model are labeled. Additionally, the relationships between functional structures, assembled parts and functional semantics can be described explicitly and formally.

Practical implications

The approach can be used to help designers accomplish functional semantic annotation of CAD assembly models in model repository, which provides support for functional semantic-based CAD assembly retrieval in the product conceptual design phase. These assembly models can be reused for product structure design and assembly process design.

Originality/value

The paper proposes a novel approach for structure-function correlations analysis and functional semantic annotation of mechanical CAD assembly model. Functional structures in assembly model are extracted and analyzed from the point of view of assembly structure and function part structure. Furthermore, the correlation relation between structures, assembled parts and functional semantics is expressed explicitly and formally based on polychromatic sets.

Abstract

Purpose

This paper aims to propose cooperative control strategies for dual-arm robots in different human–robot collaborative tasks in assembly processes. The authors set three different regions where robot performs different collaborative ways: “teleoperate” region, “co-carry” region and “assemblyregion. Human holds the “master” arm of dual-arm robot to operate the other “follower” arm by our proposed controller in “teleoperation” region. Limited by the human arm length, “follower” arm is teleoperated by human to carry the distant object. In the “co-carry” region, “master” arm and “follower” arm cooperatively carry the object to the region close to the human. In “assemblyregion, “follower” arm is used for fixing the object and “master” arm coupled with human is used for assembly.

Design/methodology/approach

A human moving target estimated method is proposed for decreasing efforts for human to move “master” arm, radial basis functions neural networks are used to compensate for uncertainties in dynamics of both arms. Force feedback is designed in “master” arm controller for human to perceive the movement of “follower” arm. Experimental results on Baxter robot platform show the effectiveness of this proposed method.

Findings

Experimental results on Baxter robot platform show the effectiveness of our proposed methods. Different human-robot collaborative tasks in assembly processes are performed successfully under our cooperative control strategies for dual-arm robots.

Originality/value

In this paper, cooperative control strategies for dual-arm robots have been proposed in different human–robot collaborative tasks in assembly processes. Three different regions where robot performs different collaborative ways are set: “teleoperation” region, “co-carry” region and “assemblyregion.

Abstract

Purpose

Construction industrialization is emerging in the construction industry, as a result, buildings with prefabricated assemblies are gaining more and more ground. In most situations, the prefabricated building assemblies are installed by labor crews manually. If some assemblies are ill-designed, clashes between labor crews’ workspaces and them may occur, which will have bad effect on workers’ productivity and even incur hazard. The purpose of this paper is to provide a 4D building information modeling (BIM) based approach to find potential workspace conflicts during the installation process of prefabricated building assemblies in the detailed design process so as to eliminate them in advance.

Design/methodology/approach

First, a workspace modeling method is provided; second, three kinds of workspace conflicts are analyzed; third, a 4D-BIM-based approach is established; fourth, a prototype tool based on the approach is developed; and finally, a case study is conducted to test the tool.

Findings

The result shows that the proposed tool can detect or precaution workspace conflicts and visualize them in a series of views; in doing so, valuable information can be obtained for improving the design quality of prefabricated assemblies.

Research limitations/implications

The proposed approach and tool only concern the congestions caused by ill-designed prefabricated components; the tool needed to be further optimized for speed; the tests on the tool are limited to a single case study; and more tests are needed to verify its effectiveness.

Originality/value

This research provides a 4D-BIM-based approach and a prototype tool for installation workspace analysis. It can be used to provide support for design optimization of prefabricated building assemblies.

Abstract

Purpose

This paper seeks to examine the impacts of the new public management (NPM)‐oriented management accounting on political control at the Malawian local government level. The objective is to investigate the extent to which NPM‐based management accounting practices have increased managerial autonomy and reduced political control.

Design/methodology/approach

The paper is based on an empirical study conducted in six local government assemblies in Malawi. These include Salima Town Assembly, Blantyre City Assembly, Lilongwe City Assembly, Mzuzu City Assembly, Mzimba District Assembly, and Zomba Municipal Assembly. It is based on qualitative research methodology. The qualitative data were mainly collected through personal interviews with assembly managers and councillors. In addition, the study also relied on a review of various literature and newspaper articles providing insights to the subject under study.

Findings

The paper has found that the NPM‐based management accounting has led to loss of local political control. In this regard, politicians resort to unproductive behaviors which include interference, sabotage and corruption to regain their lost political control. On the other hand, the administrators sustain their managererial autonomy through NPM‐based managerial prerogatives, seeking central government intervention and colluding with the councillors in corrupt activities.

Originality/value

The paper is of both theoretical and empirical value. Theoretically, the paper contributes to the management accounting literature by looking at management accounting in the context of new organizational arrangement models. In addition, the paper makes an empirical contribution to the knowledge vacuum of the impacts and applicability of the NPM‐based management systems in developing countries. It provides information and insights for reformers to consider the social, political, and cultural environment of the implementing countries so as to prevent counter‐productive consequences that may present massive negative implications on public policy outcomes.

Abstract

The historical evolution of the economy of Ireland's South East region is traced, highlighting Waterford's key role as the region's leading urban centre and port. What had been a rather traditional regional economic structure underwent considerable modernisation in the last two decades, but lacks the sectoral specialisation which provides a strong economic base in other Irish regions. The National Spatial Strategy, launched in 2002, sought to promote regional specialisation in exporting sectors, but lacked the governance structures required to drive the process. The current National Planning Framework is more focused on building up the main regional centres, but is likely to leave Waterford City well short of the scale required to be competitive in global markets. An alternative strategy is proposed, whereby Waterford would work in collaboration with the South East's unique set of strong county towns to create a distinctive and coherent, region-wide and sectorally focused, urban system. The success of such a project, however, would be dependent on the creation of a strong regional government tier and the devolution to the regions of a wide range of powers and functions currently concentrated at national level.

Abstract

Purpose

The purpose of this paper is to enhance understanding of the conceptualisation and operationalisation of public value in practice by applying Moore's (1995) strategic triangle as an analytical framework to study strategic management and management control practices in relation to public value.

Design/methodology/approach

The paper uses an interpretative longitudinal case study approach including qualitative methods of document studies and interviews between 2017 and 2019.

Findings

In the strategic triangle, the three nodes of authorising environment, public value creation and operational capacity are interdependent, and alignment is a necessity for a strategy to be successful. But this alignment is vulnerable. The findings suggest three propositions: (1) strategic alignment is vulnerable to management control practices having a strong focus on performance measurements, (2) strategic alignment is vulnerable to standardised management control practices and (3) strategic alignment is vulnerable to politically driven management control practices.

Originality/value

With the strategic triangle as a base, this paper tries to understand what kind of management control practices enable and/or constrain public value, as there has been a call for this kind of research. In this way it adds to earlier research on public value, to the growing interest in the strategic triangle as an analytical framework in analysing empirical material and to the request for more empirical studies on the subject. The strategic triangle also embraces political factors, government agendas and political leadership for which there has also been a call for more research.

Abstract

This chapter utilises the analogy of ‘parasitical resistance’ (Fisher, 2020) to explore how young people act and interact in ‘adult’ contexts, where they are welcome as young people but still subordinated because of their age, and sometimes their gender. The analysis of young people’s participation in the Greater Manchester Youth Combined Authority suggests that young people who participate in formal, adult spaces need to be able to find the ‘play in the system’ to be heard and to be involved in decision-making. In this sense, the young people embraced a form of ‘parasitism’ and developed tactics to ‘effect subversion from within hegemonic structures’ (Fisher, 2020). This new paradigm argues that resistance is less likely to be found in a radical activism now and is more likely to be found instead in the mutually exploitative relations between dominant hosts (in this case, ‘adults’) giving of their power just enough, and ‘parasitical’ actors (in this case, young people) taking only as much as they need for their own ends. The chapter does not argue that young people are ‘parasites’ at the adult table but, rather, it acknowledges young people must find ways to ‘play the game’ in spaces where longstanding tools of radical resistance have limited effect. The ‘play’ is not unproblematic, however, and the chapter concludes that young people need more than just ‘being heard’ and contributing to something that is achievable, but not especially disruptive or redistributive. Instead, involvement of young people should be focused on achieving genuine parity that can benefit as many marginalised and precarious young people as possible.

Abstract

Purpose

To present a paper which examine the UK's approach to devolution in respect of the English regions.

Design/methodology/approach

The paper seeks to understand the policy choices facing the UK Government in redesigning governance arrangements in the English regions. This is achieved by an analysis of the evolution of regional governance arrangements in the past decade drawing on secondary and semi‐structured interviews undertaken by the author.

Findings

Regional governance arrangements evolved in an ad hoc manner due to the government's focus on the establishment of elected regional assemblies. In this policy vacuum existing regional institutions succeeded in establishing effective working relationships. However, with an increasing focus on cities as the engines of regional growth and the pressures to devolve responsibilities to local government the existing institutional policy framework has increasingly been challenges.

Research limitations/implications

The paper critically examines different policy choices for reforming regional governance.

Practical implications

Drawing on research and consultancy studies undertaken by the author for the English Regions Network, individual Regional Assemblies, the Department of the Environment, Transport and the Regions, the Cabinet Office and the Economic and Social Research Council, the paper explores issues of policy development and implementation at the regional level.

Originality/value

The paper presents a comprehensive overarching analysis in a complex field of territorial public policy.

Abstract

Purpose

The purpose of this paper is to present an optimal posture evaluation model to control the assembly gaps in aircraft wing assembly. The gaps between two mating surfaces should be strictly controlled in precision manufacturing. Oversizing of gaps will decrease the dimensional accuracy and may reduce the fatigue life of a mechanical product. To reduce the gaps and keep them within tolerance, the relative posture (orientation and position) of two components should be optimized in the assembly process.

Design/methodology/approach

Based on the step alignment strategy, i.e. preliminary alignment and refined alignment, the concept of a small posture transformation (SPT) is introduced. In the preliminary alignment, an initial posture is estimated by a set of auxiliary locating points, with which the components can be quickly aligned near each other. In the refined alignment, the assembly gaps are calculated and the formulation of the gaps with component posture is derived by the SPT. A comprehensive weighted minimization model with gap tolerance constraints is established for redistributing the gaps in multi-regions. Powell-Hestenes-Rockafellar optimization, Singular Value Decomposition and K-Dimensional tree searching are introduced for the solution of the optimal posture for localization.

Findings

Using the SPT, the trigonometric posture transformation is linearized, which benefits the iterative solution process. Through the constrained model, overall gaps are minimized and excess gaps are controlled within tolerance.

Practical implications

This method has been tested with simulated model data and real product data, the results of which have shown efficient coordination of mating components.

Originality/value

This paper proposed an optimal posture evaluation method for minimizing the gaps between mating surfaces through component adjustments. This will promote the assembly automation and variation control in aircraft wing assembly.

Abstract

Purpose

Following decades of weak financial capacity of local governments in raising enough revenues to finance their budgets, this paper aims to examine the impact of jurisdictional fragmentation on property taxes in Ghana. Since independence in 1957, many local governments in Ghana are yet to build their fiscal capacity to collect enough own source revenues to support their local budgets. All local government laws in Ghana have assigned property taxes to local governments.

Design/methodology/approach

The paper uses quantitative econometric techniques with local level panel data from 2010 to 2016 to examine the impact of fragmenting assemblies in Ghana.

Findings

The paper finds that fragmenting local governments have an overall negative effect on property taxes in district assemblies in Ghana. However, fragmentation of metropolitan assemblies has an overall positive effect on property taxes, relative to district assemblies. In the case of municipal assemblies, fragmentation has a net positive effect on property taxes but an overall marginally negative effect, relative to district assemblies. Also, the paper finds that grants, capital expenditure and administrative expenditure of local governments do not impact on the collection of property tax revenues in all types of assemblies in Ghana.

Originality/value

The paper concludes that relative to metropolitan assemblies, fragmenting districts assemblies is not congruent with government efforts to promote the collection of property taxes in Ghana.
