Abstract
Purpose
The politically laden nature of postdisaster recovery calls for more research on its governance, especially at the micro-scale. Apart from engineering-oriented frameworks, researchers need new theoretical underpinnings. This paper aims to review the development of the evolutionary resilience theory and use it as an analytical framework to evaluate the governance of post-earthquake reconstruction planning in China.
Design/methodology/approach
This paper examines how reconstruction planning is governed in the epicenter town of the 2008 Great Sichuan Earthquake, highlighting three key qualities of evolutionary resilience. The authors draw on site investigations, semistructured interviews and analysis of official and unpublished documents from various sources.
Findings
This paper finds that despite the absence of specific resilience statements in reconstruction plans of the time, qualities of evolutionary resilience, including social connectedness, flexibility and innovation, were evident in a hybrid and contradictory reconstruction planning system. In this respect, resilience thinking appears in Chinese planning earlier than generally assumed. This paper suggests that this manifestation of resilience was the result of an instrumental utility in addressing socioeconomic uncertainties in the postdisaster environment and, thus, may not be systematic.
Originality/value
This work enriches the understanding of recovery governance from an evolutionary resilience perspective where existing research is insufficient. It also offers ample practical guidance for similar cases in China and elsewhere.

Abstract
Purpose
Ongoing climate risks require all levels of society to be resilient. Urban areas, which are densely developed with huge levels of population and infrastructure, are critical places to develop adaptation and resilience strategies. This study aims to conceptualize evolutionary urban climate resilience strategies with a step-by-step analytic framework that will be called 3R: Recognition–Readiness–Response.
Design/methodology/approach
This analytic framework is then applied to assess whether and to what extent the components of urban climate resilience are incorporated into the pertinent ordinances and policies of the Seoul Metropolitan Government, including climate change, urban planning and disaster management.
Findings
The findings of this study suggest that the climate change ordinances of Seoul have focused on climate mitigation rather than resilience.
Practical implications
Thus, comprehensive efforts are required to incorporate evolutionary urban climate resilience strategies into ordinances and practices.
Originality/value
This paper contributes to build an analytic framework that provides a step-by-step process with check-list questions based on the sub-components of urban climate resilience procedure.

Abstract
Purpose
This paper aims to discuss how to apply the evolutionary resilience theory in the housing sector, aiming to develop an alternative resilience framework for planning social housing programmes.
Design/methodology/approach
Based on the literature review, it was developed a theoretical framework for building evolutionary resilience. Based on this framework, the outline for the empirical research was specified through interviews with 21 multidisciplinary experts. The statements of these experts were examined through content analysis, as a means to assign a set of requirements for resilient buildings.
Findings
The analysis showed that the holistic framework based on evolutionary resilience could constitute a comprehensive and innovative resilience approach. The main contribution of the set of requirements was to adapt theoretical concepts by proposing operational surrogates, enabling such knowledge to be more applicable to devising resilience to the housing sector.
Originality/value
Resilience is establishing itself as one of the top agendas on the built environment. The construction sector, however, has yet to embrace the concept and little research has been conducted on a practical approach to assess the building’s resilience. This paper presents a list of practical requirements showing that the housing sector must to build differently to have a resilient future.

Abstract
Purpose
During disturbances and unprecedented events, firms are required to be resilient to confront crises, recover from losses, and even capitalize on new opportunities. The aim of this paper is twofold: (1) to examine how different types of capabilities (routine, dynamic or ad hoc) steer an entrepreneurial firm into ecological, engineering and evolutionary resilience and (2) to identify strategic activities that are deployed by firms with different capabilities to achieve resilience.
Design/methodology/approach
Data were gathered using structured qualitative interviews with 26 entrepreneurial resilient firms that managed to survive a multitude of coinciding crises.
Findings
The findings show that each type of capability enhances the ability to achieve a specific resilience outcome: ad hoc capability for partial engineering resilience, routine capability for ecological resilience and dynamic capability for evolutionary resilience. Furthermore, ad hoc capabilities are shown to be favored when firms' losses are severe. In contrast, routine and dynamic capabilities are preferred when losses are mild. The most significant capability deployment activities related to building resilience are corporate strategic changes, global export strategy, cost reduction, stakeholder support, positive mindset, fund raising, network building, product development, efficiency improvement and restructuring. These activities are segregated based on capability and resilience types.
Practical implications
Practitioners are encouraged to cast off limiting assumptions and beliefs that firms are conditioned to fail when faced with unprecedented crises. This study provides an integrative portfolio of capabilities and activities as a toolbox that can be used by different entrepreneurs and policy makers to achieve resilience and better performance.
Originality/value
The paper undertakes a first of its kind empirical examination of the association between capabilities and resilience. The context is unique as it involves a multitude of coinciding crises including Covid-19 pandemic, city explosion, economic collapse, political instability and a severe banking crisis.

Purpose
The purpose of this paper is to present a conceptual framework on resilience types in supply chain networks.
Design/methodology/approach
Using a complex adaptive systems perspective as an organizing framework, the paper explores three forms of resilience: engineering, ecological and evolutionary and their antecedents and links these to four phases of supply chain resilience (SCRES): readiness, response, recovery, growth and renewal.
Findings
Resilient supply chains need all three forms of resilience. Efficiency and system optimization approaches may promote quick recovery after a disruption. However, system-level response requires adaptive capabilities and transformational behaviors may be needed to move supply chains to new fitness levels after a disruption. The three resilience types discussed are not mutually exclusive, but rather complement each other and there are synergies and tradeoffs among these resilience types.
Research limitations/implications
The empirical validation of the theoretical propositions will open up new vistas for supply chain research. Possibilities exist for analyzing and assessing SCRES in multiple and more comprehensive ways.
Practical implications
The findings of the research can help managers refine their approaches to managing supply chain networks. A more balanced approach to supply chain management can reduce the risks and vulnerabilities associated with supply chain disruptions.
Originality/value
This study is unique as it conceptualizes SCRES in multiple ways, thereby extending our understanding of supply chain stability.

Abstract
Purpose
The purpose of this paper is to develop a conceptual framework for extending an understanding of resilience in complex adaptive system (CAS) such as supply chains using the adaptive cycle framework. The adaptive cycle framework may help explain change and the long term dynamics and resilience in supply chain networks. Adaptive cycles assume that dynamic systems such as supply chain networks go through stages of growth, development, collapse and reorientation. Adaptive cycles suggest that the resilience of a complex adaptive system such as supply chains are not fixed but expand and contract over time and resilience requires such systems to navigate each of the cycles’ four stages successfully.
Design/methodology/approach
This research uses the adaptive cycle framework to explain supply chain resilience (SCRES). It explores the phases of the adaptive cycle, its pathologies and key properties and links these to competences and behaviors that are important for system and SCRES. The study develops a conceptual framework linking adaptive cycles to SCRES. The goal is to extend dynamic theories of SCRES by borrowing from the adaptive cycle framework. We review the literature on the adaptive cycle framework, its properties and link these to SCRES.
Findings
The key insight is that the adaptive cycle concept can broaden our understanding of SCRES beyond focal scales, including cross-scale resilience. As a framework, the adaptive cycle can explain the mechanisms that support or prevent resilience in supply chains. Adaptive cycles may also give us new insights into the sort of competences required to avoid stagnation, promote system renewal as resilience expands and contracts over time.
Research limitations/implications
The adaptive cycle may move our discussion of resilience beyond engineering and ecological resilience to include evolutionary resilience. While the first two presently dominates our theorizing on SCRES, evolutionary resilience may be more insightful than both are. Adaptive cycles capture the idea of change, adaptation and transformation and allow us to explore cross-scale resilience.
Practical implications
Knowing how to prepare for and overcoming key pathologies associated with each stage of the adaptive cycle can broaden our repertoire of strategies for managing SCRES across time. Human agency is important for preventing systems from crossing critical thresholds into imminent collapse. More importantly, disruptions may present an opportunity for innovation and renewal for building more resilience supply chains.
Originality/value
This research is one of the few studies that have applied the adaptive cycle concept to SCRES and extends our understanding of the dynamic structure of SCRES

Purpose
This study aims to examine how participation in the Belt and Road Initiative (BRI) affects province-level regional economic resilience. In the context of dual circulation – the new development paradigm proposed by the Chinese Government – participating in the BRI is an important means of connecting both international and domestic circulations and achieving high economic resilience. The complex causal relationship between participation in the BRI and province-level regional economic resilience is investigated.
Design/methodology/approach
Based on the complex system view, this study uses fuzzy set qualitative comparative analysis (fsQCA) to examine the impact on regional economic resilience when provinces participate in the BRI through unimpeded trade, infrastructure connectivity, financial integration and people-to-people bonds under the two conditions of attention allocation and buffering capacity. Qualitative textual analysis is applied to analyse provincial work reports, and relevant statistical data are used to measure the economic resilience from 2013 to 2020.
Findings
The authors identified three condition configurations that lead to a high regional economic resilience at province-level and one condition configuration that lead to no high-level regional economic resilience.
Research limitations/implications
In-depth analyses of qualitative materials should be conducted to explain the systematic relationships among the conditions.
Originality/value
This research is of practical significance to the development of the theoretical framework and practices of the BRI in the context of dual circulation.

Abstract
Purpose
The paper describes patterns of study on innovation in the regional economic resilience literature regarding methods and findings.
Design/methodology/approach
This study is a descriptive one and it uses, as a method, the scoping review based on Scopus and Web of Science databases. Forty-eight theoretical-empirical papers were thematically coded, and analyses were conducted using R packages and MaxQDA.
Findings
Innovation has been used narrowly in the regional resilience literature, considering the variables, the types of shocks and the analyzed loci. From the sampled papers, this study suggests that, depending on the operationalization, the addressed relationship can be positive or negative, which still needs further investigation. In addition, the study identified two lines of research. The first, characterized by quantitative research, secondary sources and multivariate analyses, focuses on testing predictive regional resilience models based on innovation-related variables. The second, characterized by qualitative or multi-method approaches, is more concerned with explaining the knowledge accumulation and the learning capacity related to regional innovation.
Research limitations/implications
The paper’s findings show a restricted view of the innovation–resilience relationship. Although this study does not present a meta-analysis, it reveals gaps for future research. Some suggestions can be highlighted, such as (1) expanding knowledge about innovation as a predictor of resilience, (2) the theoretical development of this relationship to guide empirical investigations and (3) studies that consider the meso or micro level, approaching the role of actors in fostering innovation in the regional resilience process.
Originality/value
This paper fulfills an identified need to investigate how innovation has been operationalized in regional resilience empirical research.

Abstract
Purpose
The purpose of this paper, according to the evolutionary perspective of resilience, is to provide a revised adaptive cycle model that explains how organisations that are embedded in a local system can foster their resilience.
Design/methodology/approach
An exploratory case study analysis was carried out. The study adopted the methods and principles proposed by Eisenhardt (1989). Case studies were selected according the match-pair method and consist of two Italian wineries operating into the same wine cluster. Qualitative and quantitative data were collected and analysed through descriptive statistics and qualitative data analysis techniques.
Findings
The study proposes a revised model for the resilience strategies of small and medium-sized enterprises (SMEs) which combines firm and cluster level. Findings show that the resilience of SMEs is primarily driven by internal resilience strategies, and their surviving and adapting capacity, from a certain point of the evolutionary cycle, is fostered by internal decisions rather than by the influence of the external environment.
Research limitations/implications
The study has some limitations. In particular, the exploratory survey does not permit the generalisation of results, and further empirical evidence is required. This research represents an initial step toward the development of a more exhaustive understanding of how the relationship SMEs-cluster can positively or negatively affect the resilience of organisations.
Practical implications
The proposed model for the resilience strategies of SMEs offers also insights for managers and entrepreneurs.
Originality/value
This study significantly contributes to theory on resilience in the management field, that is largely related to economic geography, while investigations about the resilience at the firm level are limited and inconclusive.
