Abstract

Purpose

This study aims to address the absence of a thorough understanding of commitment in tourism public-private partnerships (PPP) by exploring antecedents of PPP commitment and their underpinning relationships in regard to the destination management system (DMS).

Design/methodology/approach

An empirical investigation of the case of the Egyptian DMS, a PPP which was forsaken by the government partner and which subsequently failed. Qualitative and quantitative approaches are used for a comprehensive overview of the researched phenomena pertaining to external and internal stakeholders.

Findings

The results indicated that stakeholder management, relational capital, perceived benefits and stakeholder capabilities could influence intentions to commit to a tourism PPP project. Also, the latter three factors were found to mediate the relationship between stakeholder management and long-term PPP commitment. The results also shed light on the important aspects of non-contractual, interpersonal relationships between internal and external PPP stakeholders.

Originality/value

This research pioneers inquiries on the commitment of Tourism PPP/DMS projects and its possible drivers in a non-Western context. Also, this study contributes to knowledge by exploring the relationship within and between internal (partners) and external (e.g. local service providers) stakeholder groups and provided evidence on the crucial role of both on long-term PPP commitment and success. The current study has a few significant contributions to the PPP literature regarding the commitment and success of PPP in the complicated environments in which tourism PPP projects are operated. Moreover, this study offers essential information and practices for improving partner relationships with external stakeholders.

本研究通过探讨PPP承诺的前因及其相互关系, 解决了对旅游公私合作伙伴关系(PPP)中的承诺缺乏透彻了解的问题。

Propósito

este estudio aborda la ausencia de una comprensión profunda del compromiso en las asociaciones público-privadas (APP) de turismo al explorar los antecedentes del compromiso de las APP y sus relaciones subyacentes.

Diseño/metodología/enfoque

la evidencia empírica se deriva de la experiencia del sistema de gestión de destinos (DMS) egipcio, un caso en el que una APP de turismo fracasó debido al abandono del proyecto por parte del sector público. Se adopta un enfoque de métodos mixtos para comprender de manera integral el tema, analizando las perspectivas de los interesados internos (socios) y externos (por ejemplo, proveedores de turismo).

Hallazgos

los resultados indicaron que la gestión de las partes interesadas, el capital relacional, los beneficios percibidos y las capacidades de las partes interesadas podrían influir en las intenciones de comprometerse con un proyecto de APP de turismo. Además, se encontró que los últimos tres factores median la relación entre la gestión de las partes interesadas y el compromiso de APP a largo plazo. Los resultados también arrojaron luz sobre los aspectos importantes de las relaciones interpersonales no contractuales entre las partes interesadas internas y externas de las APP.

Originalidad/valor

este es el primer estudio que investiga el compromiso de los proyectos de PPP/DMS de turismo y sus posibles impulsores en un contexto no occidental. Además, este estudio contribuye al conocimiento al explorar la relación dentro y entre los grupos de partes interesadas internos (socios) y externos (por ejemplo, proveedores de servicios locales), y proporcionó evidencia sobre el papel crucial de ambos en el compromiso y el éxito de las APP a largo plazo. El presente estudio tiene algunas contribuciones significativas a la literatura sobre APP con respecto al compromiso y el éxito de las APP en los entornos complicados en los que se operan los proyectos de APP de turismo. Además, este estudio ofrece información y prácticas esenciales para mejorar las relaciones de los socios con las partes interesadas externas.

Abstract

Purpose

The purpose of this paper is to examine the human dimension of project management by establishing the extent to which social networks influence the commitment of project stakeholders. Up to date, project managers still identify inadequate stakeholder commitment to project undertakings as a key antecedent of project failure and so efforts aimed at addressing this challenge are highly valued. The paper therefore explores the use of social networks as one of the possible strategies to enhance project-stakeholder commitment.

Design/methodology/approach

The paper adopts a quantitative, cross-sectional study design. Based on responses from 172 project stakeholders who took part in a sample of 92 citizenship projects conducted by major commercial banks in Uganda, hierarchical regression was used to indicate what happens to a model as different predictor variables are introduced The use of specific type of projects minimizes bias in results due to the unique nature of specific projects hence enhances reliability of results.

Findings

The results from statistical analysis reveal that social network elements (network transitivity and network degree) are significant predictors of project stakeholder commitment. The results also suggest that network transitivity is a better significant predictor of project-stakeholder commitment than network degree

Practical implications

Project-stakeholder commitment has been widely studied in relation to project performance and the study makes a number of contributions to the theory and study of projects. First and foremost, the paper studied project social networks and project-stakeholder commitment in citizenship projects in commercial banks in Uganda which is a developing country. The study therefore contributes to an understanding of project social networks and project-stakeholder commitment in citizenship projects of commercial banks in a developing country. The implication of the findings is that it provides a different view point of understanding the aspects that affect project commitment. A lot of focus has been placed on improving project performance in Uganda, but none has specifically focussed on building project-stakeholder commitment through the use of project social networks.

Originality/value

Earlier attempts to investigate the impact of social networks on commitment in projects did not study commitment among individuals. Also, no previous empirical study in less developed countries has given special attention to the effect of social networks on project-stakeholder commitment especially in the domain of citizenship projects which have gained a lot of momentum around the globe. The study results indicate that getting concerned with the nature of social networks the project creates and the means it uses to maintain such networks has implications for project-stakeholder commitment.

Abstract

Purpose

The purpose of this paper is to examine the effect of project communication on project‐stakeholder commitment. Earlier studies have emphasized the significant influence of project‐stakeholder commitment to project success; and to date, lack of stakeholder commitment is still listed as a key cause of project failure. In an effort to improve project stakeholder commitment, the paper investigated project communication as a key antecedent of project‐stakeholder commitment.

Design/methodology/approach

The study adopted a cross sectional study design and results were drawn from a sample of 92 citizenship projects conducted by 16 commercial banks in Uganda. Data collection was based on a specific type of project in order to obtain context‐specific responses.

Findings

The results obtained after running a hierarchical regression indicated that intra‐project communication and extra‐project communication had a positive combined predictive potential of project‐stakeholder commitment with a Beta coefficient of 0.54. It was recommended that project management should create an atmosphere for effective project communication as one of the primary means of ensuring commitment of various project‐stakeholder commitment.

Originality/value

This is the first paper to document the effect of project communication on stakeholder commitment in Uganda. Many people in projects in Uganda have lacked commitment to projects due to inadequate information, attributable to gaps in the communication system. The results indicate that project communication has implications for project commitment.

Abstract

Purpose

The increased poor performance of National Agricultural Advisory Services (NAADS) projects in Uganda has become a concern of many stakeholders. Many NAADS projects have been undertaken with an aim of developing the poor in the country but none of them were successful. This paper therefore aimed at examining the performance of NAADS projects which were set up by the government in 2001 to eradicate poverty in Uganda.

Design/methodology/approach

The study adopted a cross‐sectional and quantitative survey research design. Data was sought from farmers and coordinators of the projects. Mukono district was used as a case study and a sample of 323 NAADS projects were used, covering a wide range of agricultural activities.

Findings

The research findings showed low performance levels of the NAADS projects and raised pertinent questions on the influence of NAADS stakeholderscommitment to the performance of the projects. It was there recommended that an urgent review of NAADS policy and practices be done to ensure that project managers and coordinators discuss with farmers the personal benefits of carrying out activities of NAADS such that farmers fill a great deal of personal meaning of the project to their lives.

Originality/value

This is the first study to document the effect of stakeholder commitment on the performance of National Agricultural Advisory Services projects in Uganda. The poor people in Uganda have really not been committed to the NAADS projects despite the willingness of the government to take them out of poverty. One of the reasons is that they don’t see themselves achieving any benefits from these projects, the projects require high costs of agricultural extension services which cannot be afforded by the farmers and also because the poor people lack farmer groups to participate in the NAADS projects. Rural farmers look as if they do not have technical or professional connections to participate and take advantage of the projects.

Abstract

Purpose

The purpose of the present research is to explore the relationships between corporate social responsibility (CSR), authentic leadership and business model flexibility during times of unprecedented crises.

Design/methodology/approach

The research approach in this study is conceptual. After a brief review of the literature associated with CSR, authentic leadership and business models, the authors introduce a model describing the interaction of authentic leadership and business model flexibility on CSR heterogeneity.

Findings

This research explains how firms that are led by authentic leaders and that have flexible business models will be more engaged with their stakeholders than firms with less authentic leaders or more rigid business models during unprecedented crises.

Practical implications

Prescriptions for practitioners are suggested for improving authentic leadership as well as making adaptations to the firm's business model. Regarding authentic leadership, firms can screen potential new hires and existing employees for authentic leadership qualities. Firms can also rely upon existing interventions shown to assist in authentic leadership development for current leaders. At the business model level, firms can focus on core resources and their application in related product and service markets.

Originality/value

Firms engaged in CSR activities benefit more from those activities when leaders are authentic. However, in times of unprecedented crises, business model flexibility may also dictate the extent to which firms can satisfy their stakeholders. The authors introduce a conceptual model that takes the elements of authentic leadership and business model flexibility into account to explain CSR heterogeneity.

Abstract

Purpose

Strategic transformations are likely necessary for all organizations at some point in their existence, but the role of external stakeholders in committing resources to support transformations has been largely overlooked. This paper aims to begin to fill this gap by developing a theoretical model detailing which factors increase the likelihood that financial stakeholders will commit resources to strategic transformation.

Design/methodology/approach

Neo-institutional and stakeholder theories are applied to the strategic transformation phenomenon to develop six propositions regarding financial stakeholders’ resource commitment to strategic transformation.

Findings

Moral legitimacy, pragmatic legitimacy and unfamiliarity with the firm directly affect the likelihood that financial stakeholders will commit resources to strategic transformation. Cognitive legitimacy or familiarity amplifies the positive effect of pragmatic legitimacy on resource commitment, and pragmatic legitimacy lessens the negative effect of unfamiliarity with the firm on resource commitment.

Originality value

This paper lays out a clear conceptual model of the antecedents of financial stakeholders’ resource commitment to strategic transformation, aiding practitioners in securing critical stakeholder support and filling an important gap in strategic transformation/stakeholder literature.

Abstract

This paper investigates the substance of institutions in the context of business ethics. In particular, I test a theory of stakeholder attention to resource commitments by firms that implement the Ethics and Compliance Officer (ECO) position, from 1990 to 2008. Results support the hypothesized curvilinear relationship between resource commitments and stakeholder attention – while both high and low levels of ECO implementation generate low levels of reported ethics transgressions (the former due to good firm behavior and the latter due to stakeholder disengagement), moderate ECO implementation produces elevated transgression reports (due to raised expectations and increased engagement). Contrary to extant theory, results are consistent across both internal and external firm stakeholder groups.

Abstract

Purpose

This study aims to examine the association between community engagement, community commitment and sustainability of public–private partnership (PPP) projects in Uganda.

Design/methodology/approach

This study adopted a cross-sectional and quantitative approach. Data were collected using a questionnaire from 42 PPP projects in Uganda.

Findings

The study found that community engagement and commitment are all positively and significantly associated with the sustainability of PPP projects in Uganda. Results also show that community commitment mediates community engagement and project sustainability.

Research limitations/implications

The study results imply that for sustainability to be achieved, communities must be engaged in project activities such as planning, design and implementation to boost their commitment to project sustainability.

Originality/value

The sustainability of PPP projects is an emerging phenomenon. This paper contributes to scanty literature on ensuring the sustainability of PPP projects from a developing country’s perspective.

Abstract

Purpose

The purpose of this study is to investigate the effect of perceived corporate social responsibility (CSR) on employees’ affective commitment through the mediating role of perceived corporate culture.

Design/methodology/approach

Data were collected by means of self-administered survey. A total of 379 complete responses were obtained from tourism and hospitality organizations in China. The proposed relationships were tested using structural equation modeling in four nested models.

Findings

Results show that CSR to employees and CSR to customers are fully mediated by employee development, harmony and customer orientation of the corporate culture, while CSR to stakeholders is partially mediated.

Practical implications

The findings also suggest that the literature should reconsider how CSR initiatives could pinpoint a specific dimension in developing loyal employees. This study also shows that employees are social actors who seek a corporate culture that best suits their self-interest; hence, they are more committed to an organization particularly in respect to employee development and social harmony.

Originality/value

This study adds to the literature by showing that not all CSR efforts would directly lead to employee commitment. It shows that the CSR-to-employee and CSR-to-customer dimensions play the most salient roles in nurturing a corporate culture that is perceived to focus on employee development, harmony, customers and innovation.

Abstract

Purpose

The purpose of this paper is to assess stakeholder management antecedents in public private partnership (PPP) projects in Uganda.

Design/methodology/approach

This study is cross sectional and quantitative in nature. Data were collected by means of a questionnaire survey from a sample of 94 PPP projects in Uganda. Stratified random sampling was used in selecting projects for this study. Smart PLS–SEM was used for analysis.

Findings

Results from the study show that the key antecedents of stakeholder management include; communication, engagement, commitment and trust. Communication was found to be the strongest antecedent of stakeholder management. Results also show that trust and commitment are insignificantly associated with stakeholder management in PPP projects.

Research limitations/implications

This paper is limited to the antecedents of stakeholder management in PPP projects in Uganda. Further studies should be conducted in the public and private sectors where there are also multiple stakeholders.

Practical implications

The paper has documented the antecedents of stakeholder management in PPP projects in Uganda. The results will help project managers and policy makers appreciate the different antecedents of stakeholder management and how they are important in managing interests and expectations of different stakeholders.

Originality/value

This research focused on the key antecedents of stakeholder management in PPP projects within the Ugandan context.
