Abstract

The aim of this chapter is to survey present globally present societal trends in the era of globalization, which are creating a new context for education and for the field of Comparative and International Education. The trends include the ecological crisis, the population explosion and demographic dynamics, increasing mobility, the technological revolution, especially the ICT revolution, growing affluence, the neo-liberal economic revolution, the rise of a knowledge society, the fourth industrial revolution, changing social relations, democratization, the demise of the once omnipotent nation-state, the persistent but new presence of religion, and the rise of the Creed of Human Rights. These powerful, interrelated set of societal changes, which are getting spread worldwide on the wings of globalization, is creating a new world, of (in Comparative Education nomenclature) an unprecedented new context, forcing the scholars in the field to tread unknown territory. These forces depicted in this chapter constitute a framework for subsequent chapters in the book, where the response of humanity in the education sector, to meet the challenges these forces constitute, will be the theme.

This chapter will now focus on humanity’s response to the seismic contextual changes brought about by globalization at the cusp of the twenty-first century. The signature feature of this response is an enrollment explosion. Other features are four driving policyscapes (that aligned to capabilities theory, neo-liberal economics, the Creed of Human Rights, and social justice), education for sustainable development, managerialism, decentralization, Global, Citizenship Education, Multicultural and Intercultural education, Multilingualism and the rising importance of English as international lingua franca, Human Rights Education, from STEM to STEAM education and a reappreciation of the social sciences and the humanities, the divergent calls for relevance, new ways of production and packaging of knowledge, a shift from teaching to learning, new learning theories, and the rise of international testing regimes. In many ways, these responses are incomplete and still searching for the perfect fit in each context. It is in this regard where the value of Comparative and International Education comes to the fore.

Abstract

This opening chapter sets a frame for the chapters of this volume, dealing with how the dynamic dialectic interplay between forceful global societal forces and context shape humanity’s education response in various parts of the world. “Context” as a perennial threshold concept in Comparative and International Education is explicated. It will then be explained how, during its long historical evolution, scholars in the field each time had to contend new contexts, or reconceived the notion of “context” in a new way. Subsequently the problems of an overly fixation on the historical and the present, to the detriment of the future, and inertia are extant in the field, will be explained. The unprecedented, seismic changes currently impacting on the societal context worldwide, will then be enumerated. These changes can be subsumed under the collective name of globalization. The concept globalization is then clarified, and the take of the scholarly community on the impact of globalization on education is then mapped and interrogated. The authors’ stance on this is stated, namely that a dynamic interplay between global focus and contextual realities shape education in various parts of the world. It is in this theoretical frame that the remainder of the chapters of the volume is presented, combing out the main features of education development in each part of the world, as a dialectic between global forces and contextual imperatives.

Comparative Education is conceptually difficult to define. It has been described as having an unusually wide terrain. It suffers from a host of identity crises, and this chapter enumerates and explains 10: deciding whether Comparative Education is a discipline, a field or a method, what does ‘comparison’ in Comparative Education denote?, the minuscule place of the comparative method in Comparative Education, the dominance of single unit studies, the dearth of taxonomies, the problem that globalization makes Comparative Education seems like a field past its shelf-life, the question as to whether Comparative Education should graduate to International Education, the fact that it can show very little evidence of achieving the lofty goals it purports to pursue, the many pitfalls in practicing Comparative Education and the lack of autochthonous Comparative Education theory. The chapter concludes by indicating the potential from other comparative sciences, in order to address this problem.

Abstract

Purpose

This chapter analyses the strategies employed by women and youth political activists in Iran in the context of changes engendered by the neo-liberal policies pursued by successive governments since the end of the Iran-Iraq war.

Design/methodology/approach

The analysis in this chapter is based on semi-structured interviews conducted by the author with women and youth activists in Iran in 2015. This qualitative data is contextualised within a theoretical discussion of the nature of the Iranian state, the impact of neo-liberal policies, and debates surrounding gender and neo-liberalism.

Findings

Contrary to the view of politics in Iran as a battle between hard-line religious fundamentalists and moderates, this chapter argues that it is not the religious nature of the state but its neo-liberal policies that have made it more difficult for women and youth activists to mobilise against the exclusionary policies of the state. In response activists in Iran have developed and articulated strategies of resistance to and accommodation with the Islamic Republic’s neo-liberal project.

Originality/value

The chapter breaks with prevailing socio-cultural analyses of women’s rights in Iran and provides a critique of prevalent ideas of women’s rights as innately connected to liberal and specifically neo-liberal forms of politics and governance.

Abstract

At the end of the millennium Mexico faced the double challenge of adjusting to an economic policy based on open markets and the protection of a reinvigorated democratic political system through an increased awareness of civil rights and responsibilities among citizens. Nevertheless, tertiary education reforms shifted the onus on education from the formation of social capital to that of human capital. I consider the background of the introduction of the neo-liberal model in the Mexican economy, and the economists’ critique of the adequacy of that model. I contrast the latter to the educationalists’ debate in response to where it becomes apparent that the neoliberal model had come to dominate the conceptual framework in which the impact of the introduction of the reform model could be analyzed. Finally, I consider a recent text in which the neo-liberal tendencies in tertiary education are more clearly outlined, although an alternative option is not forthcoming. By situating my consideration of the challenges of a knowledge society firmly within the historical, social and economic context of Mexico, I indicate factors which such an alternative would need to take into account.

Abstract

This essay explores the relationship between neo-liberal transformation in Central and Eastern Europe (CEE) and globalization in the region. It starts with an overview of the increasing level of globalization activities in the CEE countries. The first section of this essay also shows remarkable cross-country diversity among the CEE countries regarding the extent to which their citizens participate in four aspects of globalization, outbound tourism, citizens working abroad, students studying abroad, and internet use. The second section of the essay identifies three ways in which neo-liberalism could affect citizens’ participation in globalization activities. A direct impact of neo-liberalism on globalization could be expected through the spread of similar neo-liberal economic policies and practices in CEE, which would then create the conditions for making citizens in the region more likely to get involved in globalization. Indirectly, neo-liberalism is expected to (1) increase self-reliance among citizens and (2) reduce the level of government spending on social programs, such as education and health care, thus creating less attractive social conditions in each country. The analysis in section three of this essay shows conflicting evidence about the linkages between neo-liberalism and globalization in Central and Eastern Europe. Increased labor-flexibility, one of the most pronounced aspects of neo-liberalism, is associated with reduced participation in globalization activities. The indirect impact of neo-liberalism, however, is quite pronounced. Neo-liberalism is positively associated with the extent of self-reliance among the CEE citizens, yet it also leads to reduced government spending on healthcare and education. Both reduced reliance on the state and reduced spending for these programs, on the other hand are associated with an increase in globalization activities of CEE citizens.

Abstract

This chapter will discuss understandings of forms of sustainable political economy within the context of sustainability in the community. Essentially, it will examine the issues which emerge when a community favours a green economic model within the context of the now largely discredited neo-liberal framework that never valued notions of sustainability, and is now largely in crisis due to the market decline and ‘credit crunch’. In addition, the section will outline the significance of community-based political economy for the development of sustainable forms of justice. A sustainable form of political economy incorporates particular concerns, such as ‘the geographical scope of production for local needs, and the exposing and combating the institutions and power structures that lead to poverty and lack of local control’ (Kennet & Heinemann, 2006, p. 78). Under the neo-liberal system, a dichotomy existed between community development and the dominant, yet ultimately unsustainable, growth-based form of political economy.

Abstract

Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.
