Abstract

Purpose

This paper aims to review standards on or related to retro-commissioning (RCx) and policy measures that are applicable for fostering wider adoption of RCx in existing buildings. In addition to engendering broader polemic debate to address the respective gap in the prevailing body of green building knowledge, the research outcome signposts future directions of works required for developing the needed standard and policy.

Design/methodology/approach

Following an integrative review approach, RCx-related literature, statutes, publications of public and professional organizations and standards published by institutions including the International Organization for Standardization and other peer organizations in the USA, the UK, Canada and Germany were reviewed.

Findings

Cities such as Hong Kong and New York in the world’s two largest economies (China and the USA) have been proactive in the pursuit of energy-efficient buildings. Various US cities have imposed statutory requirements on RCx. The need for an international standard on RCx and a bespoke policy for driving the uptake of RCx was also identified.

Research limitations/implications

Drawn from the research includes the need for further policy research studies to direct how an appropriate policy could be established to engender wider RCx adoption internationally.

Practical implications

Practical implications center on the identified need to develop a specific standard of RCx works. Making such a standard available to facilities management practitioners is pivotal to realizing the goal of green buildings.

Originality/value

This study provides new insights, especially the future directions in developing bespoke RCx standards and policy for greening the existing buildings.

Abstract

Purpose

The issue of energy efficiency is becoming increasingly prevalent globally due to factors such as the expansion of the population, economic growth and excessive consumption that is not sustainable in the long run. Additionally, healthcare facilities and hospitals are facing challenges as their operational costs continue to rise. The research aim is to develop strategic frameworks for managing green hospitals, towards energy efficiency and corporate governance in hospitals and healthcare facilities.

Design/methodology/approach

This research employs a qualitative case study approach, with a sample of ten hospitals examined through interviews with senior management, executives and healthcare facilities managers. Relevant data was also collected from literature and analysed through critical appraisal and content analysis. The research methodology is based on the use of grounded theory research methodologies to build theories from case studies.

Findings

The research developed three integrated conceptual strategic frameworks for managing hospitals and healthcare facilities towards energy efficiency, green hospital initiatives and corporate governance. The research also outlined the concepts of green hospitals and energy efficiency management systems and best practices based on the conclusions drawn from the investigated case studies.

Research limitations/implications

The study is limited to the initiatives and experiences of the healthcare facilities studied in the Middle East and North Africa (MENA) region.

Originality/value

The research findings, conclusions, recommendations and proposed frameworks and concepts contribute significantly to the existing body of knowledge. This research also provides recommendations for hospital managers and policymakers on how to effectively implement and manage energy efficiency initiatives in healthcare facilities.

Abstract

Purpose

Energy-saving is a growing challenge worldwide because of population growth, economic activity and high consumption rates that are unsustainable in the long term. Health-care facilities and hospitals face the challenge of increases in operational costs. This paper aims to appraise challenges to adopting energy-saving policies and proposes a roadmap for sustainability and energy efficiency management in hospitals and health-care facilities.

Design/methodology/approach

Eight hospitals were examined as case studies through qualitative interviews with hospital senior management, executives and health-care facilities managers in addition to collecting relevant data from the literature; there is critical appraisal and content analysis of this data.

Findings

This study established factors influencing implementation and challenges to energy-saving strategies. This study proposed guidelines for efficient energy management in hospitals and health-care facilities. This study concluded that the best performance is secured by integrating the proposed guidelines with the adoption of ISO 50001 energy management systems to achieve the United Nations’ sustainable development goal – SDG 7 “affordable and clean energy”.

Research limitations/implications

This study is limited to the initiatives/experiences of the hospitals studied in the Middle East and North Africa region.

Originality/value

This study’s findings, conclusions, recommendations and proposed guidelines enrich the body of knowledge. This will allow industry key stakeholders, hospitals and health-care facilities managers to overcome challenges of implementing energy management. In addition, adopting the proposed guidelines will improve energy efficiency and help hospitals in green initiatives as they seek to demonstrate their support for United Nations’ sustainable development goals.

Abstract

Purpose

The purpose of this paper is to present an assessment of the challenges to the implementation of building management systems (BMS) in Saudi Arabia, during the life cycle of building projects.

Design/methodology/approach

Review of literature and interviews were conducted with professionals to identify and synthesize the challenges to the implementation of BMS in Saudi Arabia. This formed the basis of three questionnaire surveys that were designed utilizing a five-point Likert scale, and consisted of 32 challenges. The surveys were assessed by representatives of architectural/engineering (A/E) firms, BMS installation sub-contractors and facilities managers to calculate the effect index of each challenge.

Findings

The top influential challenges pertaining to the briefing and design phase includes “inappropriate selection of the BMS,” “inappropriate selection of the A/E team”; installation and final acceptance phase includes “inappropriate selection of sub-contractors to install the BMS” and “inappropriate selection of the BMS suppliers,” operation and maintenance phase includes “inadequate initial training for the BMS facility personnel,” “poor operation and maintenance activities.”

Practical implications

The paper is of practical benefit to stakeholders in the building industry, as it allows for the development of an effective BMS implementation plan.

Originality/value

The study increases the level of awareness in the building industry about the challenges that influence the implementation of BMS.

Abstract

Purpose

The purpose of this paper is to present the findings and lessons learned from three case studies conducted for facilities located in California, North America. The findings aim to focus on energy and maintenance management practices and the interdependent link between energy and maintenance.

Design/methodology/approach

The research is based on a positivist epistemological philosophical approach informed by action research. The research cycle was completed for each case study. A case study report was provided to each facility management team to foster collaboration with the researcher and to document case study process and results.

Findings

Composite findings of the case studies include: there is an interdependent link between energy and maintenance management; reactive maintenance and energy management methods are commonly used; and more proactively operated and managed buildings require the interdependent link between energy maintenance management to be better understood.

Research limitations/implications

The three case studies were located in California. Although the case study results can be generalized, determination of how to generalize and apply the results to commercial buildings outside of the USA is beyond the scope of this paper.

Practical implications

Detailed discussion of the needs of the three facility management teams are discussed by identifying a current challenge, developing a solution and documenting lessons learned using the research cycle.

Originality/value

The paper seeks to demonstrate the interdependencies of energy and maintenance management, two topics which are often researched interdependently. Additionally, the paper provides insight about maintenance management, a topic often cited as being under researched.

Abstract

Purpose

Universities can provide a leadership role to develop and mobilize knowledge to meet societal needs. In fulfilling this mission, universities can also serve as agents of sustainable development on campus and in communities they serve. The purpose of this article is to describe the drivers that have advanced the University of British Columbia Okanagan campus' operational and academic sustainability objectives; the initiatives and partnerships developed on campus and in the community in response to these drivers; and the outcomes and lessons learned.

Design/methodology/approach

This article summarizes the experience of the University of British Columbia Okanagan campus in leveraging key drivers to develop sustainability initiatives and partnerships for greater operational efficiencies, cost savings, environmental stewardship and applied research. The university's leadership commitment to sustainability, economic opportunities and provincial legislative requirements are among the drivers discussed. This paper also provides an innovative partnership framework to support sustainable community development.

Findings

Drivers of sustainability in higher education can contribute to the development of sustainability initiatives and partnerships that benefit institutions and communities and achieve operational and academic sustainability mandates.

Practical implications

This article provides information that can be applied by institutions of higher education to advance sustainability within the context of current economic conditions and societal needs.

Originality/value

The experience of the campus and the partnership framework presented in this paper is original. The framework provides a mechanism to engage students, faculty and the community in sustainable community development research. Key insights from multiple perspectives and lessons learned are shared.

Abstract

Purpose

This paper aims to identify the current challenges and opportunities faced by the facility managers (FMs) in Doha, Qatar.

Design/methodology/approach

Researchers queried 40 FMs about their experience working in Qatar, using interviews and workshops.

Findings

Comments gathered followed general patterns. Participants expressed appreciation for their work, but also concern about cultural challenges they faced managing facilities in the region. In general, it was agreed that the low cost of water and energy in Qatar is one of the largest obstacles to conserving resources; however, current consumption is not sustainable.

Research limitations/implications

The sensitive nature of this study made strict demands on the research team to maintain participant anonymity during data collection and reporting. This sensitivity also limited the sample size; a larger sample size for future research would support greater generalizability.

Social implications

Qatar is taking steps to reduce its per capita carbon footprint and energy use, which is among the highest in the world. However, there appears to be a disconnect between Qatar’s expressed intentions and its actions with respect to facility management. To ensure that Qatar manages resources more efficiently, participants recommended that reduced energy use standards be adopted and legally mandated. This action would address many of the challenges, incentivize increased qualifications and training of FM professionals working in Qatar and encourage improvement of the long-term performance of buildings which are energy drains and heavy contributors to greenhouse gas emissions.

Originality/value

Prior to this study, little has been published about current practices of facility management in Doha, Qatar, and the challenges and opportunities that FMs face in this region.

Abstract

Purpose

The purpose of this paper is to look at the effect of human behaviour, and efforts to change that behaviour, on electricity consumption in a high school setting.

Design/methodology/approach

The study uses a mixed methods design of interviews and historical electrical use data to assess two treatments impacts on electrical consumption over time at two Fort Collins high schools.

Findings

Both treatments, the energy efficiency awareness campaign and the energy efficiency charrette, were found to have a positive impact on decreasing levels of electricity consumption. Unfortunately, these decreases lessened over time. The key attributes of communication, motivation, and leadership were identified as necessary at the high school facilities level to ensure long-term success in decreased electrical consumption.

Research limitations/implications

The implications of this research focus on awareness of energy use in public schools and how to use awareness as a cost-effective tool in decreasing electrical consumption. The limitations are the inability to isolate HVAC consumption loads and the small study size. However, this is one of, if not the first, effort to use awareness campaigns and charrettes in a high school setting to decrease electrical use. Additional research would answer questions like: how to increase the charrette impact time; could these programs be adopted district wide at all grade levels; how could energy awareness be institutionalized so periodic charrettes are not necessary? Limitations include the inability to isolate heating and cooling electricity loads from the data.

Originality/value

This study is the first of its kind and has value to facilities management personnel, custodians, faculty and administration members, particularly in a high school setting. This research provides a framework and potential guidance for a school organization to conserve electrical energy and achieve cost savings and environmental benefits.

Abstract

Purpose

This study aimed to find possible answers to whether U.S. universities are merely looking good or doing good regarding their third mission using elements of the triple bottom line (people, planet, prosperity) and the 2030 Agenda.

Design/methodology/approach

Qualitative exploratory empirical study based on an in-depth analysis of publicly available documents (i.e. mission statements and strategic planning) and information from the Impact Rankings 2020 edition (webpages). The study uses a multilevel analysis to capture the parameters “looking good” and “doing good.” The sample consists of 15 U.S. universities.

Findings

The findings demonstrate that universities are looking good in terms of their effort to support their third mission. Data show that all universities covered themes related to people and prosperity in their mission statements and strategic planning. However, when the authors dived into the managerial metrics, KPIs, benchmarks and other evidence to characterize them as doing good, the authors encountered some challenges in identifying evidence. The data suggest that universities most likely participated in the Impact Ranking act as “cherry pickers” and might participate in unproblematic goals for their organization.

Originality/value

The 3Ps and the 17 Sustainable Development Goals used in this study to examine the university public mission never used in other studies. The goal in this study was not to evaluate those universities in terms of looking good and doing good but rather to contribute to the gap in the literature and provide suggestions to university C-suite.
